DESCRIPTION

The mission of the Student Health & Well-Being (SHW) cluster is to promote a culture of health and well-being for the student community, deliver equitable high quality innovative services, incorporate inclusive approaches, and celebrate diversity, with the goal of adoption and maintenance of healthy behaviors contributing to the academic success and personal development of all students.

The UC San Diego SHW cluster, which reports through UC San Diego Health System, plays a leadership role in creating a strong and active wellness culture that enables all students to flourish in body, mind and spirit. This includes promotion and the transformation of existing departments, under the oversight of the Executive Director, into a cohesive, trans-disciplinary source of integrated wellness services. The SHW cluster includes the departments of Student Health Services (SHS); Health Promotion Services (HPS); Counseling and Psychological Services (CAPS); Assessment and Analytics (SHAA), Strategic Planning, Innovation an Research (SPIR); and SHW Administration (ADM).

The SHW cluster provides health promotion, counseling and psychological services and primary medical care, including urgent care and support services, to over 45,000 undergraduate, graduate and professional students. Staff consists of physicians, psychiatrists, psychologists, pharmacists, optometrists, nurse practitioners, registered nurses, social workers, radiology technologists, clinical laboratory scientists, medical lab assistants, medical assistants, health educators, administrative and other healthcare professionals. SHW Administration provides full business, financial and infrastructure services, including support for the Executive Director's Office, strategic planning, innovation, research; assessments and analytics; information technology; budget management, resource planning and administration; contracts management; human resource management, credentialing and privileging; medical records, insurance management, patient billing and collections; marketing; and facilities and space.

Reporting to the CAPS Director, the Director of CAPS Education is responsible for the ongoing education, training and professional development of the CAPS clinical staff, optimizing relevant content and speakers, and ensuring Continuing Education credit when possible. In addition, this incumbent directs CAPS Training Program for Postdoctoral Residents in Health Service Psychology. As the program director they are responsible for implementing and maintaining the program to accreditation standards, including the standards of clinical supervision provided by CAPS staff Psychologists. The Director of CAPS Education supports the CAPS Director in maintaining accreditation of CAPS by the International Association of Counseling services.

In addition to maintaining a clinical caseload, the Training Director also: -Functions as a Department Administrator on CAPS Steering Team-Develops and manages the Residency and the continuing educational training budgets, in excess of $750,000.-Develops, implements, and manages the Mandatory Continuing Education Program for CAPS licensed professional mental health staff. -Supervises CAPS early career psychologists (CPIII), to develop from foundation to advancement of clinical competencies, CAPS policies and procedures, and development toward clinical supervision competencies to meet local and national standards. -Supervises skilled and experienced psychologists (CPIII) to support their continued growth as professionals.-Delivers psycho-educational programs and outreach services campuswide, coordinating the delivery of psychoeducational outreach programming for the Post-Doctoral Residents in tandem with the CAPS Outreach and Consultation Director. -Performs a wide range of psychological tasks, including assessing students with academic, social, psychological, and vocational problems, performing additional testing as needed. Provides direct clinical services, including individual (brief), couples, group psychotherapy and crisis intervention. Develops and implements interventions, referrals, or other dispositions as indicated for case management. -Engages in outreach activities and consultation services. Conducts outcome studies and research related to the various elements of the training program. Contributes to the sustainability of a warm, efficient and supportive work environment for enhanced staff morale. Contributes CAPS diversity, upholds the "Principles of Community, " and fosters an environment for the delivery of optimal service to students and the educational experience of trainees.

Manages operations for center providing behavioral health services. Consults with director on policy, program formulation, budget development and grant submission. Develops, recommends and / or evaluates policies, and priorities to improve program operations.

MINIMUM QUALIFICATIONS
  • Thirteen years of related experience, education/training, OR an advanced degree in related area plus seven years of related experience/training.

  • Advanced knowledge and applied background in behavioral health counseling methods and techniques, crisis intervention, treatment planning and case management. Ph.D. or Psy.D. in Clinical or Counseling Psychology and a minimum of five years of post-licensure experience. Proficient in conducting intake clinical interviews, psycho-diagnostic assessments, and formulating treatment plans and recommendations. Skilled in delivering brief individual and group counseling and psychotherapy. Academic and applied understanding of psychotherapeutic processes and diagnostic procedures, including developmental and abnormal psychology.

  • Ability to establish priorities, goals and objectives for training and education within CAPS. Demonstrated capacity to develop and execute strategic plans that support the administration of clinical training programs and enhance quality educational opportunities for early career and experienced professionals.

  • Ability to contribute to department-wide management and planning. Demonstrated experience participating in departmental leadership teams and committees.

  • Knowledge of applicable federal, state and local laws, rules and regulations. Ability to apply policy knowledge to suggest improvements to potential regulatory issues. Comprehensive knowledge of federal, state, and local laws and regulations governing psychological practice, including HIPAA, FERPA, Title IX, VAWA, ADA, and the California Board of Psychology. Adheres to the APA Ethical Principles and relevant university policies. Demonstrated ability to apply this knowledge to support compliance and risk mitigation efforts, and suggest improvements for regulatory alignment.

  • Skills associated with program management and evaluation. Skilled in program management, evaluation, and continuous quality improvement. Able to develop and maintain high standards for the CAPS Postdoctoral Residency Training Program and assess its alignment with national standards, including preparing reports to meet requirements of external bodies such as APPIC.

  • Proven ability to effectively manage, lead and motivate employees. Strong conflict resolution skills. Demonstrated strengths-based leadership in clinical supervision, including assigning and evaluating supervisor-trainee matches and training emphasis areas. Skilled in resolving conflicts and guiding licensed professionals through supervision challenges.

  • Strong decision-making and organizational leadership skills. Strengths-based decision making skills to effectively pair or change Clinical Supervisor matches and assign training emphasis areas to Trainees.

  • Effective interpersonal skills to create and maintain a climate for effective communication and collaborative decision making. Demonstrated ability to foster a welcoming climate that values and includes all members of the UC San Diego community. Experience developing and implementing culturally responsive outreach programs and working with a diverse, transitional-age and adult student population.

  • Knowledge of fiscal/budget processes. Ability to manage HR and fiscal resources effectively. Ability to develop and manage budgets, allocate resources, and make recommendations for employee recognition, merit increases, and reclassifications.

  • Strong verbal and written communication skills. Demonstrated active listening and counseling skills. Skilled in active listening, counseling, and professional consultation. Builds effective, empathetic, and collaborative relationships with students, colleagues, supervisors, and campus partners to promote a positive and inclusive working environment.

  • Thorough knowledge of business software, specialized applications and systems used in behavioral health centers/clinics. Proficient in using business software and electronic medical records systems. Experienced with Microsoft Office, system/networking software, email platforms, and web-based tools. Willing and able to continuously update skills to meet CAPS and SHW goals.

  • Knowledge of campus wellness initiatives and ability to allocate training resources through transdisciplinary collaboration. Actively participates in university and department committees and maintains strong professional networks to address student needs with innovative and effective solutions.

  • Adheres to UCSD Health Medical Center (C.A.R.I.N.G.) Standards of Performance and the UCSD Principles of Community. Demonstrates professionalism in conduct, communication, and timeliness. Completes all required training by UCOP, UCSD, CAPS, and SHW on schedule.

Pay Transparency Act

Annual Full Pay Range: $116,000 - $224,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $55.56 - $107.38

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
