JOB DESCRIPTION

Position: Training Development Statistical Analyst

Reports To: Director of PMO

Location:U.S. Army Aviation Center of
Excellence, Directorate of Training and Doctrine, Training Division located in Fort Novosel, Alabama

Salary/Hourly Rate: Starting at$32.00/hr

Job Summary:

The employee shall provide statistical analysis of training products and programmatic support services to the USAACE DOTD for the cost benefit analysis and comparative assessment of Training Requirements Analysis System (TRAS) documents and resourcing. This employee shall provide operational research, statistical and cost-benefit analysis of training development documents, learning products, and services using the Training Requirements Analysis System (TRAS), Course Level Training Model (CLTM) and the Institutional Training Resource Model (ITRM).

Key Responsibilities:



  • Statistical and cost benefit analysis of The United States Army Aviation Training Requirements Analysis System (TRAS) documents and learning products using the Course Level Training Model (CLTM) and the Institutional Training Resource Model (ITRM) for the United States Army Aviation Center of Excellence (USAACE), Fort Rucker, AL.
  • Based upon a functional cost benefit analysis of TRAS documents, the analyst will develop and submit Course of Action (COA) recommendations based upon weighted decision matrix, risk assessment and projected cost comparison analysis of the following commodities; Manpower, Equipment, Ammunition, Facilities (including Classrooms), Ranges/Land, TADSS (Training Aids, Devices, Simulators and Simulations), MTSA (Military Training Specific Allotment) and other considerations required to quantify the cost of training and education.
  • Development, oversight and sustainment of USAACE training requirement documents and products.
  • Cost Benefit Analysis (TAC-BA) for every new course and proposed changes to existing POIs.
  • Utilize Analytical products to provide a comparative analysis of training solutions and serve to quantify the costs and impacts of new and/or proposed changes to the Center's baseline resourcing for training and education.
  • Convey information and conclusions obtained from studies and research in a Couse of Action (COA) analysis. COAs will include decision matrix, risk assessment and a projected comparison of costs.
  • Gather information and coordinate between Training Developers, geographically dispersed across USAACE.
  • Substantiate findings and present the quantifiable data and analysis to decision makers. Coordinating findings and actions across USAACE and with HQ TRADOC (TOMA).
  • Compiling information from various sources, internal and external including the National Guard, US Army Reserve, and Active Duty sources. Ability to ask the right questions and use critical thinking skills, using excellent communication skills.
  • Assist with the Analysis of lesson plans that are reviewed for compliance and helping to compile data that will assist them in putting a case forward to convince leadership to make updates and change the training to increase the reach of the courses.


Qualifications:



  • Must be a US Citizen.
  • Ability and experience in Cost Benefit Analysis
  • Strong knowledge and skills with Microsoft Office Suite (Excel and PowerPoint are a must)
  • Ability to utilize uses the learning products and documents generated by TRAS to forecast and justify direct and indirect OPTEMPO resource requirements.
  • Identify the resources required to meet the training and education standards identified in applicable Programs of Instruction (POI).
  • Ability to enhance the management and oversight of constrained resources, HQ TRADOC implemented additional control measures to the TRAS documentation process. These measures include the development and submission of a TRAS Draft
  • Utilizing analytical products as foundational information to manage resources within Army budgeting and resource systems to support out-of-cycle decisions and fast-track requests.
  • Experience with the Army's:

    • Training Requirements Analysis System (TRAS) management process.
    • TRAS documents (Individual Training Plans (ITP)
    • Course Administrative Data (CAD)
    • Programs of Instruction (POI)
    • Course Level Training Model (CLTM)




Clearance:

Secret clearance is required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.

Appearance:

All personnel shall wear business casual clothing for daily work. The attire worn should always ensure employees' safety from working conditions (long pants, appropriate shirts, and closed-toe shoes as required). Occasionally, staff may be required to wear business dress for certain activities.

Physical Demands:

While performing these duties, the employee is occasionally required to stand, walk, sit, use hands to finger, handle, or feel objects, tools, or controls, reach with hands and arms, climb stairs, talk, or hear, and occasionally lift or move office products and supplies up to 20 pounds.
