SUMMARY
We are seeking a mission-focused Vice President of Personnel Security to serve as the Corporate Facility Security Officer (FSO). This senior leader will oversee enterprise-wide industrial security programs in compliance with NISPOM (32 CFR Part 117), managing classified operations across multiple facilities and CAGE codes. The role requires deep FSO experience, strong leadership skills, and an active Top Secret clearance. This is a hybrid position based in McLean, VA.
We are seeking a seasoned and mission-focused Vice President of Personnel Security to serve as the organization's Corporate Facility Security Officer (FSO), leading and advancing our Industrial Security Programs in support of the National Industrial Security Program (NISP) under 32 CFR Part 117 (NISPOM). This senior leader will be responsible for optimizing, standardizing, and maturing enterprise-wide security programs supporting multiple CAGE codes and cleared facilities. As Corporate FSO, the VP will act as both a strategic leader and operational steward, overseeing the company's Facility Clearance Level (FCL) portfolio, classified operations at possessing facilities, and a team of FSOs and AFSOs. The ideal candidate brings deep expertise in FCL management, experience leading classified security programs at scale, and a proven ability to manage compliance across complex legal structures, including parent companies, subsidiaries, and affiliates. This is a high-visibility role requiring collaboration with internal leadership and external stakeholders, and direct engagement with the Defense Counterintelligence and Security Agency (DCSA) and government sponsors. This is a hybrid position, with regular on-site presence (2 days per week) at our McLean, VA location. An active Top Secret clearance is required.
JOB DUTIES AND RESPONSIBILITIES

Serve as the Senior Corporate FSO overseeing personnel, physical, and industrial security programs across multiple CAGE codes.
*
Ensure full compliance with NISPOM (32 CFR Part 117), DCSA requirements, DD254 obligations, and other relevant federal security guidelines.
*
Lead, mentor, and manage a team of FSOs, AFSOs, and security professionals across facilities.
*
Mature, implement, and enforce Standard Practice Procedures (SPPs), OPSEC plans, incident response protocols, and insider threat reporting guidelines.
*
Drive security program compliance across diverse legal entities, including parent organizations, affiliates, and wholly owned subsidiaries.
*
Manage secure space accreditations and Construction Security Plans in accordance with 32 CFR
2001.53
, as required.

Conduct and oversee investigations of security incidents, violations, and adverse information reporting.
*
Serve as the main point of contact with DCSA, sponsors, and other government security entities.

Coordinate and oversee self-inspections, vulnerability assessments, and annual reviews
*
Partner with IT Security/Cybersecurity leadership to ensure alignment of cyber and facility security standards, as required.
*
Manage personnel security clearances through DISS, NISS, and other systems of record.
*
Facilitate security education and training programs, including briefings, annual refreshers, and foreign travel debriefings.
*
Assist in managing DD254s, classification guidance interpretation, and subcontractor security requirements.
*
Collaborate with program managers and business leaders to integrate security compliance into contract execution and business development.
*
Support classified meeting logistics, including visitor authorization requests (VARs), clearance verifications, and escort requirements.
*
Maintain a proactive role in Insider Threat Working Groups and Emergency Response Planning teams.
SUPERVISORY DUTIES

This position includes supervisory responsibilities, including managing FSOs and AFSOs, conducting annual performance appraisals, and overseeing employee development and training.
QUALIFICATIONS

Education, Background, and Years of Experience

Bachelor's degree, with a focus in Security Management, Homeland Security, or related security discipline preferred.

Minimum 10 years of related security experience, including 5+ years as an FSO and significant time in Possessing Facility environments.

In-depth knowledge of 32 CFR Part 117, NISPOM, DD254s, and sponsor-specific security compliance.

Extensive experience safeguarding classified information under NISPOM/32 CFR Part 117 and DCSA oversight.

Demonstrated success managing security across complex corporate structures, including working with or supporting subsidiaries, affiliates, and parent entities.
*
Demonstrated success leading security teams across multiple facilities and government contracts.
*
Strong written and verbal communication skills, with the ability to interface with senior executives, federal agencies, and internal teams.

Strong organizational, analytical, and decision-making skills with attention to detail.
*
Proficiency with DISS, NISS, and other sponsor-specific portals.
Preferred Skills
*
Master's degree in Security Management, Homeland Security, or related discipline.
*
Experience with SCIF construction/accreditation, COMSEC, and special program support.
*
Strong project management and matrix team leadership skills in a multi-disciplinary security environment.
*
Deep understanding of DD254 issuance, subcontractor oversight, and classified contract execution.
*
Strong interpersonal and influencing skills; experience supporting program capture efforts from a security compliance standpoint.
WORKING CONDITIONS
Environmental Conditions

Corporate site with 0%-10% travel possible. General office environment. Work is generally sedentary in nature, but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
