Pay Range

$109,530 - $161,028 Annually

$109,530 - $134,100 Annually for the A01.3 Level

$131,490 - $161,028 Annually for the A01.4 Level

This is the lowest to highest salary in good faith we would pay for this role at the time of this posting. Pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We have an exciting opportunity for a highly motivated Superblock Program Administrator to join our team. In this pivotal role, you will serve as a key business partner and trusted advisor, working independently and collaboratively to plan, execute, and oversee a diverse range of workforce, operational, and organizational activities in a dynamic and fast-paced environment. You will play a critical role in supporting the SD Directorate's mission by providing expert guidance and leadership on business operations, and programmatic initiatives. Leveraging your advanced analytical, organizational, and communication skills, you will ensure effective execution of program processes, compliance with institutional policies and regulatory requirements, and the achievement of long-range programmatic goals. This position is within the Strategic Deterrence (SD) Directorate.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options, may vary based on the needs of the team and the organization.

This position will be filled at either the A01.3 or A01.4 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

In this role,you will

  • Execute and oversee a variety of workforce, operational, and organizational requirements and activities on administrative matters for the SBK Program.
  • Advise on and implement business, operational, and/or organizational strategies, objectives, and deliverables; prepare responses for requests for information.
  • Oversee administrative staff with recruitment, supervision, mentorship, career development, learning & development, performance appraisals, task delegation, and hiring recommendations.
  • Lead the performance management group and ranking processes for all classifications within the programs, ensuring adherence to Laboratory policy and organizational standards.
  • Review, execute, and administer a variety of personnel/recruiting related activities in cooperation with HR, ensuring compliance with applicable policies, procedures, regulations, and laws.
  • Represent the SBK Program on self-assessment, audit teams, or work-related committees; lead projects to assess, set, and establish protocol and procedures.
  • Research, gather, select, and compile information from various sources for reports and presentations. Prepare administrative and scientific material including correspondence, documents, tables, charts, and reports.
  • Perform other duties as assigned.

Additional job responsibilities at the A01.4 level

  • Direct and oversee the SBK Program business operations, administrative budget, and personnel management to achieve long-range programmatic goals through interactions with high-level personnel both internally and externally.
  • Provide high-level facilitation and collaboration with Senior SBK managers to achieve long-range programmatic goals, serving as a member of the senior management team and participating in all aspects of business and workforce planning, operational issues, and strategic planning activities.
  • Assess and develop administrative, operational, and programmatic policies, procedures, methods, and practices in support of Program initiatives; proactively investigate and recommend appropriate courses of action to managers and supervisors on administrative and personnel matters.
  • Lead and coordinate cross-functional or complex projects and initiatives, ensuring compliance and alignment with institutional objectives.
  • Serve as an advisor to senior management on business operations and personnel matters, providing recommendations and implementing solutions to complex issues.

Qualifications
  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
  • Associate's degree in a business-related field or equivalent combination of significant experience and education in a related business, operational, and/or organizational area.
  • Experience identifying and analyzing opportunities for improvement and solving problems strategically.
  • Comprehensive knowledge and understanding of principles of personnel administration, policies and procedures, and state and federal laws. Broad knowledge and understanding of HR compliance requirements for personnel administration (FLSA, ADA, EEO, etc.).
  • Advanced administrative and organizational skills, including detail orientation, flexibility, and experience independently coordinating and prioritizing multiple and complex work activities, often with conflicting deadlines.
  • Demonstrated ability to work effectively with short deadlines and frequent interruptions.
  • Advanced supervisory experience with demonstrated leadership and team-building skills to effectively build and manage administrative personnel who support multidisciplinary groups.
  • Comprehensive knowledge of recruiting, hiring, performance management, and staff relations practices, and an understanding of HR compliance requirements for hiring (FLSA, ADA, EEO, etc.), with experience interpreting and applying a wide variety of personnel policies and procedures.
  • Effective interpersonal, verbal, and written communication skills necessary to handle sensitive and confidential issues with tact, discretion, and mature judgment to interact with a diverse group of personalities and disciplines at all levels internal and external to the Laboratory.
  • Demonstrated analytical skills with the ability to anticipate, identify, and resolve complex issues effectively.
  • Experience in the use of specialized software and complex data analysis/administration tools; expert use of Microsoft Office applications (e.g., Word, Excel, Outlook, and PowerPoint).

Additional qualifications at the A01.4 level

  • Bachelor's degree in a related field or equivalent combination of extensive experience and education in a related business, operational, and/or organizational area.
  • Experience effectively leading and supervising a diverse group of non-exempt and exempt staff to achieve complex business, operational, and/or organizational goals.
  • Significant experience in administrative line management of personnel functions for a large, diverse organization, interpreting and applying a wide variety of personnel policies and procedures to complex situations with in-depth knowledge and understanding of recruiting, hiring, performance management, staff relations practices, and HR compliance requirements (e.g., FLSA, ADA, EEO).
  • Extensive supervisory experience with leadership and team-building skills to effectively build, lead, and manage an effective business and operations support team.
