Astrion has an exciting opportunity for a Deputy Program Manager to be a key leader on the NASA Laboratory Support Services and Operations (LASSO) II contract. This key leadership position demands a results-driven professional with deep knowledge of NASA and KSC laboratory operations and a strong background in both program execution and growth development.

The Deputy Program Manager (DPM) will report directly to the Program Manager (PM) and assist the PM, who has overall responsibility and authority for successful execution of the NASA LASSO II contract. The DPM assists the PM in acting as the single point of contact between the NASA contract and technical management. The DPM will act as the PM during absences, with full authority to commit contract resources. The DPM assists the PM in overseeing contract planning to ensure NASA goals and objectives are met and communicates with all stakeholders concerning contract performance and issues. The DPM will support the PM in managing program concerns/risks, staffing, planning and execution to ensure successful milestone accomplishment. The DPM will assist the PM:

    • To organize and motivate contract resources, including subcontractors, consultants, and vendors, to ensure efficient contract performance.
    • To oversee contract cost and schedule to ensure on-time and on-budget performance.
    • To ensure timely response of contract deliverables, including accurate and timely program status reports.
    • To perform other duties including hiring decisions, prime contract change negotiation, subcontract approval, and contract expenditure approvals.

REQUIRED QUALIFICATIONS / SKILLS

  • Bachelor's degree required
  • 10+ years of industry-related experience
  • 10+ years working with NASA customers with both delivery and business growth responsibilities
  • Minimum 5 years managing supervisory personnel
  • Current active professional relationships with NASA clients
  • Demonstrated experience managing NASA contracts.
  • Experience working with NASA contracts at Kennedy Space Center.

PREFERRED QUALIFICATIONS / SKILLS

  • Master degree preferred.
  • Program Management experience and knowledge.
  • PMP (Project Management Professional) certification or equivalent.
  • Experience with a broad range of NASA requirements and acquisition organizations.
  • Experience leading an organization, including translating overall enterprise goals into an executable strategy
  • Superior management skills: ability to influence and engage direct and indirect reports, peers and a broad range of external stakeholders
  • Exceptional written, oral, interpersonal, and presentation skills when delivering to a broad range of audiences, including government officials
  • Experience as a "player/coach" and passion for leading teams
  • Strong networking and relationship development skills
  • Comfortable operating in a growing environment and leading teams through change
  • Understanding of government contracting, including services contracts

RESPONSIBILITIES

  • Delivery: As the DPM, help PM to ensure successful contract execution for the programs in the portfolio, meeting or exceeding all cost, schedule and performance objectives. Proactively identifies and manages risk and opportunities.
  • Leadership: Help the PM lead the KSC team to successful program execution and growth in addition to providing overall contract leadership. Responsible for people management, including performance management, succession planning, and career development.
  • Client Management: Builds and maintains key client relationships to support growth, delivery excellence, and problem resolution.
  • Growth: Support internal growth on the contract and outside contract business development needs from the contract.
  • Continuous Improvement and Innovation: Implementation of best practice Program Management principles to achieve substantial continuous process improvements, efficiencies, and potential cost avoidance.
  • Cost Management: Assist PM to manage documentation of financials, deliverables, scheduling, estimates, new work technical and financial responses, NASA monthly and quarterly deliverables. Assist PM to develop program inputs in the cost and requirement system to facilitate contract funding, government budgets, projections, and justifications. Maintain cognizance of budgets, and any funding modifications.
