Sr Project Manager - Terminal Electrification

Hill International is seeking a Sr Project Manager in Seattle, Washington for a Terminal Electrification project.

About Washington State Ferries (WSF): Washington State Ferries is the largest ferry system in the United States, providing vital transportation across Puget Sound. WSF is embarking on an ambitious System Electrification Program to electrify its ferry fleet and associated terminal infrastructure. Summary: Hill is seeking a highly experienced and motivated Senior Project Manager to lead the terminal electrification efforts within the Program. This is a critical leadership role responsible for the successful planning, design, and construction of shore-side power infrastructure at multiple ferry terminals. The ideal candidate will be a seasoned engineer, or similar, with a strong background in electrical systems or power distribution, capable of managing complex, multi-disciplinary projects and guiding diverse teams through final design and delivery.

Beginning in July 2025, the Terminals Lead will oversee the initial planning of the shoreside components of the vessel charging system, the design of electrical system integration, and the design and installation of dedicated power distribution to the first four terminals (Seattle, Bainbridge, Clinton, and Bremerton).

• Serve as the primary lead for terminal electrification projects within the broader Ferries Electrification Program as relates to the GEC deliverables.
• Oversee the development and execute plans, schedules, and budgets for the design and construction of shore power infrastructure at four initial ferry terminals.
• Contribute to the overall program strategy, ensuring alignment of terminal electrification efforts with fleet electrification and operational requirements.
• Lead a team of design professionals (e.g., electrical engineers, civil engineers, structural engineers, coastal, etc.) responsible for detailed terminal electrification designs and support through construction of terminal projects.
• Oversee and collaborate with a team of construction management professionals responsible for the oversight and execution of infrastructure improvements.
• Manage all phases of project lifecycle for terminal electrification, including scoping, preliminary design, final design, procurement, construction, testing, and commissioning.
• Oversee the integration of new electrical infrastructure with existing terminal systems and utility grids.
• Proactively identify and mitigate project risks, manage changes, and resolve issues to ensure on-time and on-budget delivery.
• Manage contracts with consultants, contractors, and vendors, ensuring adherence to scope, schedule, and budget.
• Apply deep technical knowledge in electrical systems, power distribution, medium voltage, and potentially high-voltage shore power connections.
• Troubleshoot complex technical challenges related to power infrastructure integration, utility coordination, and grid stability.
• Serve as the primary point of contact for terminal electrification with internal GEC interfaces with WSF departments (Operations, Maintenance, Environmental, Real Estate), external utilities, local jurisdictions, regulatory agencies, and community stakeholders.
• Oversee the preparation of project updates, reports, and recommendations to senior management and program stakeholders.
• Facilitate effective communication and coordination across all project disciplines and stakeholders.
• Ensure all project activities adhere to WSDOT/WSF policies, procedures, and safety standards.
• Oversee quality control and assurance processes for design and construction activities.

• Bachelor's degree in electrical engineering or a closely related engineering field from an accredited institution.
• Minimum of 10 years of progressively responsible project management experience managing complex infrastructure projects, with a significant focus on electrical systems or power distribution.
• Professional Engineer (PE) License in the State of Washington (or ability to obtain within 6 months of hire).
• Experience with maritime or port infrastructure projects.
• Familiarity with electric charging infrastructure or shore power systems for vessels.
• Experience working with public utilities and navigating complex interconnection agreements.
• PMP (Project Management Professional) certification.
• Experience with alternative delivery methods (e.g., Design-Build).

The salary range for this position is $200,000-$245,000. The offered salary will be based on the applicants qualifications, education, experience and work location.
