Within IRC's Resettlement, Asylum, and Integration (RAI) department, the Program Officer, Pre-Arrival will lead the pre-arrival activities which support the requirements of the Reception and Placement (R&P) program funded by the Department of State's Bureau of Population, Refugees, and Migration (PRM). The Program Officer will primarily focus on assurances, transfers, and travel coordination for both traditional and Virtual R&P services. The position reports to the Director, Initial Resettlement.
Major Responsibilities:
* Serve as IRC's focal point and oversee the areas of allocations, placement, assurances, travel and network capacity. Identify the impact of new requirements and ideas for process improvement and bring to attention of resettlement leadership.
* Facilitate and implement user-friendly training webinars for local and virtual services staff in basic pre-arrival processes: walk-in Special Immigrant visa holder assurances, functionality of IRIS database, and transfer protocols (as needed).
* Engage in timely and accurate communication with internal and external partners to ensure successful access to R&P services. Requires command of IRIS, START and ETO databases.
* Maintain up-to-date, clear and concise guidance for utilization by local and national staff.
* Provide consultation, guidance, and recommended resources in response to questions and technical assistance requests from local and virtual services staff.
* Maintain high performance and compliance standards in line with PRM guidelines, notably with client biodata and other sensitive information.
* Act as a liaison with the Refugee Processing Center and Resettlement Support Centers to facilitate case follow-up, ensuring staff have accurate and current biodata information.
* Work closely with the Budget Officer and Director, Initial Resettlement, to initiate case reconciliation, enhance tracking of core processing metrics and create quality assurance reports.
* Analyze trends and advise the Director, Initial Resettlement of areas of concern.
* As requested, conduct monitoring and assist with proposal development.
* Undertake other ad-hoc projects and responsibilities as assigned by the Director, Initial Resettlement.
Job Requirements:
* Bachelor's degree required; Master's degree in Social Work, International Affairs, or related field highly desirable.
* Minimum five years progressive resettlement experience, preferably with experience specific to pre-arrival processes.
* Previous experience developing high level trainings for partners, monitoring programs for quality and compliance, and providing technical assistance required.
* Demonstrated in-depth knowledge of US Refugee Resettlement Programs.
* Financial discernment and experience with budget development, tracking and resource acquisition.
* Demonstrated command of databases, MS Excel and evidence-based decision making.
* Excellent verbal and written communication skills as well as an overall ability to be clear and concise in all communications.
* Strong organizational and time-management skills; proven ability to prioritize and deliver on time.
* Strong analytic problem-solving skills.
* Ability to work both independently and in a dynamic, cross-functional global team structure.
* Highly proficient in Microsoft Office suite.
* Demonstrated ability to work effectively with stakeholders at all levels.
* Ability to manage others and work through change in a proactive and positive manner.
Working Environment:
* This position is remote based.
* Up to 10% of domestic travel as needed.

Compensation:Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
