Position Title: Program Manager (TS/SCI required)

Location: Washington, DC

Clearance: TS/SCI

Position Summary

Command Cyber Solutions seeks a highly organized and results-driven Program Manager to lead the planning, execution, and delivery of complex programs across multiple projects and stakeholders. The Program Manager will have demonstrated experience managing cross-functional teams, budgets, schedules, and risk in alignment with strategic objectives. The Program Manager will serve as the primary point of contact for clients, ensure contractual and performance requirements are met, and drive continuous improvement across program operations.

Essential Duties & Responsibilities:

  • Lead day-to-day program management activities including scope, schedule, cost, quality, and risk management.

  • Serve as the primary liaison between the organization, customers, subcontractors, and stakeholders.

  • Oversee the delivery of multiple concurrent projects within a program, ensuring alignment with performance objectives and compliance requirements.

  • Develop and maintain detailed program plans, integrated master schedules, budgets, and status reports.

  • Coordinate resource planning, staffing, and subcontractor management to meet contractual commitments.

  • Monitor key performance indicators (KPIs), prepare program briefings, and deliver regular reports to senior leadership and customers.

  • Identify program risks and develop mitigation strategies; ensure issues are escalated and resolved in a timely manner.

  • Ensure adherence to organizational policies, contractual obligations, and applicable federal regulations (e.g., FAR DFARS, FISMA).

  • Facilitate program reviews, stakeholder meetings, and communication strategies to maintain alignment across all parties.

  • Promote a culture of accountability, collaboration, and continuous improvement across the program team.

Education, Certification & Experience Requirements

Education Required:

  • Bachelor's degree in Business Administration, Management, Information Technology or related field.

Certification Required:

  • PMP (Required).

  • CSM, SAFe, ITIL, PgMP, PMI-ACP are a plus.

Experience Required

  • 7+ years of experience in program or project management, with at least 3 years leading multi-disciplinary teams in complex environments.

  • Proven experience managing federal or defense program with cross-functional teams and subcontractors.

  • Demonstrated success in managing cost, schedule, performance, and risk across large-scale programs.

  • Familiarity with PM methodologies such as PMI PMBOK, Agile, SAFe, or hybrid delivery frameworks.

  • Experience with contract and financial management, Earned Value Management (EVM), and compliance reporting.

  • Excellent communication, leadership, and problem-solving skills.

  • Ability to manage competing priorities in a fast-paced and evolving environment.

Knowledge, Skills & Abilities:

  • Knowledge of program lifecycle management, stakeholder engagement, and governance frameworks.

  • Knowledge of contract management, federal acquisition lifecycle, and compliance requirements.

  • Skill in building, leading, and motivating high-performance teams and vendor partners.

  • Skill in resource allocation, cost control, risk analysis, and performance tracking.

  • Ability to communicate effectively with technical and non-technical audiences, including executives and government stakeholders.

  • Ability to analyze complex challenges, synthesize information, and implement effective solutions.

  • Ability to manage multiple priorities with maintaining attention to detail and quality outcomes.
