Position Title: Technical Program Manager (TS/SCI required)

Location: Washington, DC

Clearance: TS/SCI

Position Summary:

Command Cyber Solutions is seeking an experienced and detail-oriented Technical Program Manager (TPM) to lead the planning, coordination, and delivery of complex technical initiatives across cross-functional teams. The TPM brings a unique blend of project management expertise, technical understanding, and strategic thinking to successfully execute programs that span software development, infrastructure modernization, cloud adoption, cybersecurity, and enterprise systems integration. This position requires strong communication skills, a collaborative mindset, and the ability to align technical efforts with organizational goals.

Essential Duties & Responsibilities:

  • Manage technical programs from initiation through delivery, ensuring scope, schedule, cost, and quality objectives are met.

  • Work closely with engineering, cybersecurity, DevOps, and business teams to define project requirements, deliverables, and dependencies.

  • Drive the development and execution of program roadmaps, integrated master schedules, and technical milestones.

  • Identify, track, and mitigate program risks; manage escalations and ensure timely issue resolution.

  • Facilitate Agile ceremonies (e.g., sprint planning, retrospectives) and support hybrid project delivery methodologies.

  • Monitor progress using KPIs and reporting tools; prepare briefings and status updates for stakeholders and executives.

  • Coordinate across product owners, architects, developers, testers, and infrastructure teams to ensure cross-functional alignment.

  • Ensure compliance with applicable frameworks (e.g., NIST RMF, FedRAMP, FISMA, DoD 5000 Series).

  • Manage change control, contract deliverables, and documentation for technical artifacts.

  • Support stakeholder engagement and foster transparent, goal-oriented communication across all teams.

Education, Certification & Experience Requirements

Education Required:

  • Bachelor's degree in Computer Science, Engineering, Information Systems, or related field.

Certification Required:

  • CompTIA Security+ (Required).

  • PMP (Required).

  • PMI-ACP, PgMP, SAFe Program Consultant (SPC), Certified Scrum Master (CSM), or Scrum@Scale a plus.

Experience Required:

  • 7+ years of experience in program or project management, with 3+ years supporting complex technical or engineering programs.

  • Hands-on experience managing IT modernization, software development, cloud migration, or cybersecurity programs.

  • Familiarity with Agile, Scrum, Kanban, SAFe, and Waterfall methodologies.

  • Experience with tools such as Jira, Confluence, Microsoft Project, Smartsheet, and SharePoint.

  • Strong understanding of system development life cycles (SDLC), DevSecOps pipelines, and IT governance practices.

  • Experience interfacing with federal or defense customers or supporting mission-critical programs.

Knowledge, Skills & Abilities:

  • Knowledge of enterprise IT systems, cloud platforms (AWS, Azure), and software development practices.

  • Knowledge of risk management, compliance frameworks, and quality assurance standards.

  • Skill in facilitating decision-making, resolving conflicts, and managing competing priorities.

  • Ability to communicate complex technical issues to non-technical stakeholders and senior leadership.

  • Ability to deliver under pressure while maintaining focus on customer satisfaction and team morale.

  • Ability to drive accountability and outcomes across technical and programmatic workstreams.
