The School of Environmental and Biological Sciences, located on the George H. Cook Campus, is one of the largest schools of Rutgers University in New Brunswick, New Jersey. We pursue excellence in research, teaching, and outreach in areas of study that address the biological spectrum from molecules to ecosystems. Our emphasis is on both the fundamental sciences and the social and human dimensions. We offer 21 undergraduate majors, including plant and animal sciences, microbiology, biotechnology, agriculture and food systems, landscape architecture, food and nutritional sciences, ecology and evolution, marine science and oceanography, environmental sciences and meteorology, human ecology, entomology, and environmental economics.
In addition to instruction in the classroom, field, and laboratory, our students have opportunities for experiential learning on and off campus, including a growing emphasis on international experiences through short- and long-term study abroad. Students also have access to a robust program of applied research and outreach hosted by the New Jersey Agricultural Experiment Station laboratories, farms, business incubators, and marine stations throughout the state. |

Rutgers, The State University of New Jersey is seeking a Budget Analyst II for the Office of Budgets and Financial Reporting within the School of Environmental and Biological Sciences.
Among the key duties of the position are the following:
- Exercises broad independent judgement and work autonomously having an overall responsibility for analyzing all revenue, payroll and operating expenses utilized in the school level Forecast and Budget reported to the New Brunswick Chancellor's office.
- Reviews data for logic, consistency, and trends. Investigate, understand, and document any unusual findings.
- Ensures accuracy, integrity and confidentiality of information utilized in the Budget/Forecast by applying knowledge and understanding of budgeting and School/NJAES.
- Understands the complexities of revenue, operating expense, and payroll as well as a grasp of the fund types (Unrestricted as well as Grants, Endowment, Gifts and Restricted funds) while keeping track of school and department directives and the current fiscal environment.
- Manages the coordination, assembly and completion of Forecast and Budget Template required for submission to the Chancellor's Office.
- Creates accurate supplemental analysis for School/NJAES vital to high level budget/forecast decision making.
- Uploads and inputs of all data accurately into EPBCS for the Forecast and Budget.
- Understands and implements detailed EOF requirements and calendar smoothing.
- Summarizes, analyzes, and validates all data in the EPBCS system which is ultimately utilized for university level budgeting.
- Acts as Primary staff member working with Director who responds to directives and requests from the Chancellor's Office.
- Acts as primary staff member working with Director to provide analysis and responses to Chancellor's Office follow-up inquiries.
- Participates in the decision-making process regarding budgeting allocations and oversees the reporting to the University as requested.

Qualifications
Minimum Education and Experience |
- Bachelor's degree preferably in accounting, finance, business administration or related field.
- 7 years of prior experience working in a financial or accounting position.

Required Knowledge, Skills, and Abilities |
- Demonstrated analytical skills that allow for interpretation of budgetary, financial, and related management information.
- Demonstrated experience of visual reporting skills, pie charts, heat maps, highlight tables.
- Excellent computer skills and experience using spreadsheet, charting, and other software tools, such as Microsoft Word, Excel (pivot tables, smartview), Access, PowerPoint, Tableau.
- Excellent attention to detail with a high degree of accuracy.
- Strong writing skills sufficient to draft professional reports and correspondence that is clear and concise.
- Ability to exercise good judgment and discretion, especially with regards to sensitive or confidential financial or organizational matters.
- Ability to respond flexibly and positively in all circumstances, and to work calmly under pressure.
- Ability and desire to work cooperatively with people from all levels in the University.

Preferred Qualifications |
- 5 years experience in a University environment.
- Knowledge of Rutgers University budget and accounting procedures.
- Knowledge of Tableau or other data analytics/data visualization tools.
- Experience using software such as Hyperion Financial Management, SmartView, Pivot Tables, Oracle General Ledger, Tableau, RIAS, PeopleSoft HCM or similar systems.
