Junior Medical Facility Planner

Provides support in programming, planning, operations, and project development recommendations within the framework of Capital Strategy Management (CSM). Focus areas include capital investment planning, clinical and health facility planning, asset optimization, quality and compliance, and portfolio business integration. The role emphasizes the evaluation of facility projects related to replacement and recapitalization, site assessments, project coordination, and continuity. The employee will collaborate closely with government stakeholders to offer guidance and recommendations on future facility repairs and capital investments in alignment with established asset management principles.

Pay commensurate with experience.

Junior Medical Facility Planner Responsibilities Include:

  • Develop, maintain, and manage project planning documentation, including space programs, economic analyses, cost estimates, site plans, and facility assessments.
  • Coordinate with medical facilities, public works, federal agencies (e.g., USACE, NAVFAC), and other stakeholders to ensure alignment across planning efforts.
  • Review facility data from internal systems and dashboards to inform planning decisions.
  • Collaborate with maintenance and sustainment program managers to ensure integration of repair and replacement strategies.
  • Lead and support project planning efforts from concept through 35% design, ensuring consistency with planning standards and customer needs.
  • Facilitate and participate in stakeholder meetings (virtual and in-person) and provide briefings to senior leadership.
  • Support quality assurance, compliance checks, and formal project handoffs.
  • Develop reports, briefings, and other materials to support decision-making and customer objectives.
  • Contribute to the orientation and training of facility planning teams and support the development of training materials.
  • Provide strategic advice on planning processes, integration opportunities, and business improvements.
  • Conduct needs assessments including workload, population, and healthcare service utilization to inform facility requirements.
  • Prepare scopes of work and support studies such as traffic and healthcare demand analyses.
  • Participate in cross-functional teams and site visits, supporting the full planning lifecycle for CONUS and OCONUS locations.
  • Support the creation and review of key planning artifacts such as Functional Programs, Programs for Design (PFDs), DD1391s, and Economic Analyses.
  • Ensure planning documents align with medical facility criteria, DoD guidelines, and strategic priorities.
  • Assist in coordinating schedules, workflows, deliverables, and data collection with internal teams and leadership.
  • Evaluate capital investment options and contribute to decision-making frameworks such as CIDM.
  • Maintain system-wide awareness of facility planning practices and contribute to continuous improvement of tools, templates, and methodologies.
  • Review and update governance documents, provide feedback, and ensure alignment with best practices.
  • Submit regular status updates and contribute to briefings, reports, and planning documentation for leadership oversight.
  • Performs other job-related duties as assigned

Junior Medical Facility Planner Experience, Education, Skills, Abilities requested:

  • Bachelor's degree in Architecture, Engineering, or a related field.
  • Minimum of 3 years of experience in healthcare facility planning and design, with at least 1 year supporting federal government healthcare projects.
  • Proficiency in Microsoft Office Suite, including Word, PowerPoint, Excel, Access, SharePoint, and Outlook.
  • Familiarity with the Military Health System (MHS), Defense Health Agency (DHA), and related facility planning organizations.
  • Strong written and verbal communication skills, including experience communicating with senior leadership.
  • Preferred: Knowledge of DoD medical facility planning and design standards, including SEPS and relevant industry criteria.
  • Demonstrated ability to deliver high-quality customer service in a professional environment.
  • Must be eligible for a Common Access Card (CAC) or able to obtain one through federal background screening.
  • Must pass pre-employment qualifications of Cherokee Federal
