CDI Engineering Solutions, a wholly owned subsidiary of Tata Consulting Engineers Limited (TCE), is a multi-disciplinary engineering organization offering a full range of integrated engineering design, project support, procurement and construction management services to the energy and chemicals industries.


Position Summary

This role is for a contracted Project Supervisor to act as an owners representative responsible for decommissioning of a plant site.


Responsibilities

Assessment:

Conduct a thorough assessment of the site to identify potential safety risks associated with the equipment tear down.

Daily Meetings:

Facilitate meetings focused on the planning and execution of equipment tear down to meet safety and schedule of equipment movement.

Auditing:

Audit the rigging of equipment to ensure compliance with safety standards and regulations.

Documentation:

Collect and review standard work and setting documentation for all equipment.

Safety Oversight:

Ensure all project activities adhere to Westlake's safety standards. Ensure daily Permit to Work is issued for each individual job. Oversee the issue and adherence to daily permitting. Lead daily safety briefings with contractor and internal teams. Foster a safety-first culture within the project team.

Environmental Oversight:

Ensure all activities comply with local environmental regulations and law.

Leadership:

Supervise and motivate project team members. Assign tasks, monitor progress, and provide timely feedback. Ensure resource availability and resolve project issues. Implement risk management and mitigation strategies.

Communication and Reporting:

Maintain transparent communication with stakeholders. Prepare and deliver regular project status reports.

Equipment Dismantling:

Blending towers, silos, sheet lines, board edge seal equipment, regrind blenders, grinders, chillers, warehouse racking, hoists, air compressors, and pumps.

Timing Requirements:

Onsite presence required Monday-Friday. Participation in planning sessions prior to onsite work.

Deliverables:

Comprehensive Safety Plan:

A detailed safety plan tailored to the equipment tear down by equipment, to include process for control of hazardous energy, electrical disconnects, PPE compliance, working at elevated heights, and hot work. Safety plan to be delivered before the arrival of contractors on site.

Rigging Documentation:

Documentation of rigging to include points of disconnection, photos of each truck pre-shipment, spare parts of each equipment, and instructions for re-assembly which identifies equipment damage or safety concerns.

Facility Restoration Plan:

Collaboration with the landlord and Westlake engineering to develop and execute a plan to return the facility to pre-lease conditions. Complete action items list of plant turnover to landlord.

Documentation Collection:

Collection of all documentation related to each line to include all equipment. This should include manuals, standard work, machine settings by product types, historical quality issues, documentation of operator interviews and observations, and maintenance tasks.

Weekly Progress Reports:

Progress reports detailing safety metrics, milestones achieved, and any deviations from the planned schedule.

Final Project Report:

A final report summarizing the project execution, lessons learned, and recommendations for future projects.

Safety Focus:

The contractor must develop a detailed safety plan that addresses the specific risks associated with the equipment tear down process. Provide training and necessary personal protective equipment to all team members. Implement a system for monitoring and reporting safety incidents in real-time.


Qualifications

Engineering/technical degree.

Proven experience with facility shutdowns.

Demonstrated leadership and safety management skills.

Bachelors in Engineering or Technical degree.
