Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree in nursing and experience equivalent to four years of full-time increasingly responsible professional nursing work.

Substitution of Experience for Education: Qualifying full-time experience in nursing may be substituted for the required education on a year-for-year basis, to a maximum of two years.

Substitution of Graduate Education for Experience: Additional graduate coursework in nursing may be substituted for the required experience on a year-for-year basis to a maximum of one year.

Necessary Special Qualifications: Licensed as a Registered Nurse in the State of Tennessee.

Overview

Under general supervision, is responsible for professional public health nursing consulting work of considerable difficulty and/or supervisory work of routine difficulty and performs related work as required. This class in the Public Health Nursing Con sub-series may supervise or provide oversight to a moderate to large statewide program. This class differs from that of Public Health Nursing Con 1 in that an incumbent of the latter functions at the entry-working level and usually reports to an incumbent of this class.

Responsibilities

  1. Provides nursing consultation and/or compliance services to healthcare facilities, providers, impacted populations, or other individuals/organizations. Depending on assignment, may be responsible for conducting surveys/investigations, providing direct care, or supporting nursing programs.
  2. Serves as resource person providing technical and educational assistance and consultation to internal and external groups regarding policy, protocol, best practices, interpretation of data, and other related information. Demonstrates knowledge and skill in providing Reponses to questions in a wide range of difficult communication situations while ensuring confidential information is not compromised.
  3. May function as lead and supervise over assigned subordinate staff providing coaching, mentorship, and evaluation of performance to achieve program goals. Reviews documentation of others to verify conclusions of compliance and maintain optimal public health performance standards.
  4. Develops and maintains professional relationships with community partners, public health employees, and other organizations.
  5. Coordinates and conducts document reviews, observations, interviews, and other methods of gathering information to identify non-compliance with regulatory requirements. Complies information from surveys and investigations of health care facilities, providers, or patients that support conclusions of compliance with state and federal protocols.
  6. Prepares a variety of reports and enters data to ensure maintenance of records and legal defensibility of decisions.
  7. Conducts agency specific trainings for employees to comply with laws, regulations, and improvement initiatives.
  8. Communicates programmatic issues or concerns with management and/or staff and makes recommendations to upper management for changes to improve quality of services and operations.
  9. May be responsible for monitoring, tracking, and administering medications according to a physician's orders and the TN Board of Nursing Protocols and standards of practice.

TN Driver Standards
