The State Highway Administration's (SHA) Office of Audits (OA) currently recruiting for an Administrative Manager (Administrator I) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work: This position serves as the human resource representative managing the human resource responsibilities for the Office of Audits (OA). As a direct report to the director of the Office of Audits (OA) this position is responsible for following the applicable policies and procedures including Transportation Service Human Resources System (TSHRS), Maryland Department of Transportation (MDOT), Department of Budget and Management (DBM), Code of Maryland Regulations (COMAR) to all work processes and responsibilities. This requires broad management knowledge of all areas of State Highway Administration as well as the ability to efficiently and effectively coordinate and integrate various programs, goals, resources, etc. to carry out the mission of SHA and OA. This position conducts a mini-orientation session, provides onboarding, and monitors initial probationary period for new employees. Serves as liaison for confidential issues between employees, managers, Senior Managers, and the Administrator.

The Administrative Manager, in this position will serve as the central point of contact for OA supporting the Architectural and Engineering, External, Internal, and Construction Managers as well as OA staff. This position manages and coordinates the activities for the office, including administrative needs, training, personnel matters, safety, and procurement. This position manages and carries the responsibilities for: SHA's Customer Care Management System for the office, Unit Training Coordinator-reviewing, recommending, and providing training for staff in the Cornerstone System as well as coordinating and scheduling external training, Out-of-State Travel Coordinator, Fleet Coordinator, and credit card holder.

Qualifications

Minimum Qualifications:Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four
(4) years of experience in administrative staff or professional work.

Selective Qualification: Two (2) years of Human Resources experience must include experience in one or more of the following areas: assist with recruiting for vacant positions, reorganizations, updating position descriptions; coordinating and preparing all Personnel Transactions; monitoring leave usage and coordinating paperwork for leave and other employee benefits; coordinating benefits for annual open enrollment; conducting orientation for new employees or employee services.

*A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university.
3. Candidates may substitute the possession of a master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
