Job Title: Software Developer IV

SUMMARY
Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. JITC's service requirements are categorized in the following areas: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Information Technology/National Security System capabilities.
Performs professional assignments in the general area of computer hardware, software, and firmware such as: computer system protocol analysis, computer operations, programming, data base structuring and management, and T&E of C5ISR, AIS, and IT/NSS. Demonstrates expertise in a variety of the field's concepts, practices, and procedures and may provide consultation on complex projects as a top-level contributor/specialist. Work requires thorough knowledge of recent developments and technologies in the specialty area, as well as proficiency in high level languages. Defines system requirements based on user/client needs, cost, and required integration with existing applications, systems, or platforms. Designs new solutions or recommends improvements to existing implementations. Responsible for designing and developing technical standards and functionality tests for new capabilities. Responsible for the development of specifications, prototypes, or initial user guides. Responsibilities may include specific software code development and maintenance, and the development, documentation, and maintenance of test automation in accordance with quality assurance standards Relevant technical degrees include the following, though the Government may consider other curriculums, various engineering and science disciplines, Physics, Operations Research, Computer Science, and Mathematics.

QUALIFICATIONS

Education, Background, and Years of Experience
* Requires a Master's degree and a least 4 years' experience; or Bachelor's degree and at least 6 years of experience.
* The degree must be in a relevant technical curriculum and experience must be related to the job duties at least 30 hours in math, information technology, and statistics and must include Integral and Differential calculus.
ADDITIONAL SKILLS & QUALIFICATIONS
Required Skills
* Provide comprehensive support for software developmental test analysis and manage related data to ensure accuracy and compliance with project requirements.
* Develop the Evaluation Framework (EF) for each tool in collaboration with vendors and government leads. The EF must be tailored to the intended environments and align with release roadmaps.
* Execute tool testing in accordance with the EF within the designated TRMC environment, ensuring participation and feedback from the Government sponsor/user.
* Conduct thorough static code analysis and perform vulnerability scans to identify and mitigate potential security risks. Verify the cybersecurity certification or Authority to Operate (ATO) status of software to ensure compliance with relevant standards.
* Review and validate the developer checklist to confirm adherence to best practices and project requirements.
* Conduct a detailed review of developer tool documentation to ensure completeness and accuracy.
* Support continuous accreditation efforts by ensuring that tools consistently meet DoD and TRMC cybersecurity policies and function correctly in their intended environments after updates or changes.
* Review all relevant documentation to confirm that each tool complies with applicable DoD and TRMC cybersecurity policies.
WORKING CONDITIONS
Environmental Conditions
* Government site with 0%-10% travel possible.
* Alternative work sites allow for regular telework or remote work flexibilities with prior coordination and authorization through supervisor and COR. Regardless of where work is performed, the Contractor shall ensure that work is completed effectively and that mission needs and requirements are met, without degradation of services.
Strength Demands
* Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
