The expected compensation range for this position is $65,000 to $100,000 yearly payable on a semi-monthly basis.

We have an exciting opportunity for an Affordable Housing Analyst to join our Housing & Community Development Team. Cloudburst has a growing portfolio of strategic planning, project implementation, and technical assistance projects with state, local, and federal government clients. Many local partners are seeking assistance to strategically plan and utilize their HOME, HOME-ARP, and CDBG funding to create and preserve affordable housing.

This position will provide project and program technical assistance to support the successful planning and use of federal funds to create affordable housing developments and programs.

We're looking for someone who:

  • Is motivated to help local governments and states utilize federal funds to create affordable housing developments and programs to support people with limited incomes and vulnerable populations.
  • Employs system thinking and use of multiple funding sources to help governmental entities and nonprofit organizations work better together to meet the housing needs of people with limited incomes and vulnerable people.
  • Enjoys coordinating and leading multiple projects with multiple team members.
  • Has empathy for the challenges of working in local and state government and navigating complex federal requirements

Responsibilities

  • Provide technical assistance to local jurisdictions and states to support the use of HOME, HOME-ARP, and CDBG funds for the development of affordable rental housing and implementation of housing programs.
  • Work with local jurisdictions to develop program guidelines, policies, and procedures.
  • Assist local jurisdictions with HOME project review, underwriting, and regulatory compliance.
  • Support the development of tools and products to help states and local jurisdictions build capacity to support affordable housing development and programs.

Requirements

  • Bachelor's degree in a related field, advanced training, equivalent experience, and at least four years of related experience, or a Master's degree in a related field with at least two years of experience with affordable housing development or finance.
  • Two to five years of experience using HOME funds to support the development of affordable housing and implementation of housing programs. Must have experience with HOME and CDBG uses and regulatory requirements for the development of affordable rental, homeowner, and special needs housing.
  • Working knowledge of HUD CPD formula grant programs: HOME, HOME-ARP, and CDBG.
  • In-depth knowledge of HOME rental and homeowner housing underwriting, requirements, and related cross-cutting regulations including uniform relocation, environmental review, labor standards, and procurement.
  • Working knowledge of HUD planning and reporting systems including eCon Planning Suite and IDIS.
  • Project management experience.
  • Ability to prioritize concurrent tasks while working under strict deadlines in a fast-paced environment.
  • Exemplary interpersonal skills and ability to work on remote and in-person teams.
  • Willingness to learn new skills and programs. Self-motivated, flexible, and willing to work and collaborate in remote settings.
  • Excellent oral and written communication.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams, SharePoint), Google Apps (Gmail, Chat, Meet, Drive, Docs, Sheets, Slides), other remote collaboration and communication tools (Dropbox and Zoom), and project management tools.
