The UGA Carl Vinson Institute of Government - Who We Are As a Public Service and Outreach unit at the University of Georgia, the
UGA Institute of Government contributes directly to the university's overarching public service mission of improving people's lives by helping to create jobs and prosperity, developing leaders, and addressing critical issues. Position Summary |
The Grants Administrator is responsible for the development and enhancement of proposals and contracts within
CVIOG, leveraging a deep understanding of grant processes in higher education and public service. This includes overseeing pre-award activities such as sub-awards, contracts, and outsourcing services. The role ensures compliance with Uniform Guidance, Institute of Government guidelines, University of Georgia policies, and Board of Regents regulations through expertise in pre-award compliance, budget planning, and effort management. Additionally, the Grants Administrator is expected to produce detailed financial reports as required by grant agencies,
UGA,
CVIOG, and other stakeholders.
This position is key to maintaining accurate data, records, and information within the internal management system, supporting public service faculty, staff, and Institute of Government leadership. The administrator also ensures proper handling of all agreements in compliance with local, state, and federal laws. Regular analysis and reporting on sponsored projects are part of the role, which also involves alleviating administrative burdens within
CVIOG by supporting the development, preparation, and management of proposals, agreements, contracts, and subcontracts.
Serving as a reliable resource for public service faculty, divisional staff, and fiscal affairs, the Grants Administrator provides guidance and support on key pre-award matters. This role also represents
CVIOG on committees both within the division and across the university. This position serves as a liaison between the Institute of Government,
SPA, and other
UGA units, colleges, and schools for appropriate matters related to sponsored projects. |

Pre-Award Management (50%)
- Facilitates the development, preparation, and timely submission of sponsored project proposals in support of faculty/PIs. This includes, but is not limited to providing direct support in crafting budget and budget justifications, cost share budget development, providing formats for various proposal components, subcontracts, and ensuring compliance in proposal content and overall completeness of proposal submission in consideration of the sponsor and UGA's complex and detailed rules surrounding the funding opportunity and proposal development.
- Ensures proposal budgets meet federal and state standards and regulations, sponsor-specific requirements and UGA policies as required based upon a best faith estimate of costs needed to perform the scope of work in consultation with faculty/PIs. Determines the appropriate direct costs in consultation with the faculty/PI and follows the University Direct Cost Policy. Assists in determining the appropriate Indirect Cost Rate for each project in compliance with university policy.
- Assists faculty/PIs in interpreting sponsored project solicitations, sponsor policies and procedures, regulations and guidelines to determine submission requirements, and facilitates compliance with those requirements.
- Serves as a Decentralized Limited Signature Authority (DLSA) for the Institute of Government.
- Serves as a liaison between the Institute of Government, SPA, and other UGA units, colleges, and schools for appropriate matters related to sponsored projects.
- Submits proposals and related documents into the SPA Grants Portal. Monitors proposal status from submission through completion. Problem-solves any issues that may arise.
- Facilitates the development, preparation, and approval of departmental sales and services contracts and assists with the preparation of necessary budgets and other related documents.

- This role also represents CVIOG on committees both within the division and across the university.
