This position provides for work-life balance with typically a 40-hour work week that includes flexible work arrangements. Payroll Services at The University of Texas at Austin is responsible for producing and distributing payroll for approximately 29,000 employees. Payroll processes monthly, semi-monthly and off-cycle payrolls for employees of the university. Our Benefits and Deductions Teams are responsible for deducting, remitting and reporting payroll deductions and other payroll information to UT System Administration, state and federal agencies, and third-party vendors. Purpose

Provide operational leadership to the Benefit and Deductions Team within Payroll Services. This role requires working knowledge of the payroll cycle as well as benefits administration and tax compliance. This position oversees reporting and analysis for the UT System Employee Retirement programs.

Responsibilities
  • Counsel, mentor and evaluate job performance of team members. Encourage development and promote learning opportunities. Help foster cooperation within the office to provide a positive and healthy work environment. Provide leadership, promote integrity, teamwork, respect, opportunity, ownership and open communication with others.
  • Manage Retirement Team duties related to reporting/remittances to the Teacher Retirement System. Evaluate reporting requirement along with system capabilities to develop business processes that will ensure accurate and efficient reporting to TRS. Serve as a member of the TRS Employer Advisory Committee; provide feedback, propose improvements and bring issues forward to TRS.
  • Provide oversight for reporting/remittances for the Optional Retirement Plan, Tax Sheltered Annuities (traditional and Roth) and the Deferred Compensation Plan; IRS plan limits analysis and compliance across various plans; confirmation of employee deductions to ensure quality service to the university community. Ensure coverage for critical processes to meet deadlines.
  • Manage Tax and Deduction Team duties ensuring deadlines are met. Oversee calendar year-end processes to ensure accurate and timely tax reporting. Ensure state Comptroller HRIS reporting is done accurately and timely. Oversee taxable fringe benefit reporting, processing of federal, state and local tax deductions on payroll and administration of the student FICA exemption. Ensure compliance with child support, administrative wage garnishments and other deductions and remittances via ExpertPay and vouchers. Approve journal entries, refunds, manual payments and on-demand payroll payments.
  • Monitor calendar and fiscal year-end processes to ensure accuracy of benefit elections and tax reporting to maintain compliance with UT System, state and federal regulations. Assist with requests for information by federal, state, and local entities. Provide requested payroll information, answer inquiries, prepare schedules and coordinate information with others in the office, as well as other departments.
  • Develop, implement and maintain business processes and systems that support tax, benefit administration, and payroll processing. Work with functional and technical staff to design, test, and implement changes to existing processes and systems to gain efficiencies. Ensure compliance with federal, state and university regulations regarding employee insurance programs. Review Insurance Payroll Processing and Reconciliation reports. Work with Human Resources, employees, and EBITS teams to resolve issues.
  • Other related functions as assigned.
Required Qualifications
  • Bachelor's degree with related experience in finance, accounting, or payroll.
  • Experience managing and leading a team.
  • Professional demeanor with experience employing diplomacy and confidentiality in all business matters.

Relevant education and experience may be substituted as appropriate.

Preferred Qualifications
  • Bachelor's degree in Accounting or Finance.
  • Experience with Workday, UT System benefits administration, and DEFINE.
  • Experience working directly in payroll or employee benefit administration in higher education.
Salary Range

$95,000
