The Operations Training Department is responsible for designing, developing, and delivering training services for the Transportation, Mechanical and Engineering Divisions. Training is delivered to comply with Federal Railroad Administration and OSHA regulations. The Mechanical Division audience includes Carmen, Electricians, Sheet Metal Workers, and Machinists. The Engineering Division audience includes the workforce employed by the Track, Signal, Capital Construction, Communications, Electrical Maintenance and Building/Bridges departments.

Reporting to the Sr Division Director Operations Learning & Development, the Senior Project Manager Learning Design and Data Analytics will support data-driven decision-making, oversee data analysis and reporting, and manage key projects within the department; work with cross-functional teams to compile and analyze data; and provide insights and recommendations to senior leadership to support the training budget, resource allocations, and strategic planning.

The final salary will depend on the candidate's qualifications. Those with 8 years or more of required experience can expect offers up to the midpoint of the salary range. Metra provides full pay ranges so candidates can consider their growth potential.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.

The primary duties include:

  1. Collect and interpret relevant data from diverse sources on training effectiveness, workforce performance, and compliance metrics
  2. Provide subject matter expertise to inform decision-making on inefficiencies in training programs, course content and delivery methods, and continuous improvement of training outcomes
  3. Oversee the full life cycle of assigned training-related projects including scope, timelines, meeting quality standards, and ensure key work streams for managing change are incorporated into each project
  4. Analyze the successful completion of short and long-term training goals
  5. Work with technical trainers to determine developmental needs of the agency; schedule and direct their work to accomplish project goals as needed
  6. Conduct ongoing needs assessments in support of the development of training strategies that comply with new or revised Federal Railroad Administration (FRA) regulations, safety requirements, and meet agency and industry standards
  7. Monitor project status and report on progress; perform needs analyses; identify and mitigate project risks; develop and recommend solutions to ensure projects operate within budget, scope, and stay on schedule; and maintain related documents
  8. Ensure data accuracy, consistency, privacy, and compliance with relevant regulations; develop dashboards and reports on key performance indicators (KPIs)
  9. Prepare and deliver impactful presentations to senior leadership
  10. Coordinate team's day-to-day activities, assign tasks/projects and monitor performance, and provide guidance and training, but is not a supervisor
  11. Promote safe work practices and maintain and foster a safe work environment
  12. Perform other related duties as assigned to meet the ongoing needs of the organization
Requirements
  1. Bachelor's degree, preferably in business, statistics, data analytics, instructional design or a related field OR in lieu of specified degree, any combination of education and experience may be substituted for the required degree that equals four (4) years in data management in a learning organization, project management, training coordination, or regulatory compliance.
  2. In addition to #1, must have five (5) years of experience in data management in a learning organization, project management, training coordination, or regulatory compliance.
  3. Good knowledge of:
    • Principles, practices, and methodologies of project management including scheduling, budgeting, pricing, cost tracking, and reporting.
    • Principles and practices of data management in a learning organization.
    • Change control and organization change management processes and project governance.
  4. Proficient in Microsoft 365 (i.e., Word, PowerPoint, Outlook, Excel, Teams, Planner).
  5. Strong:
    • Written and verbal communication and interpersonal skills to clearly convey information and expectations to team members and stakeholders.
    • Report preparation and presentation skills to present complex data in easily understandable formats to facilitate interpretation.
    • Project and time management skills and to meet deadlines.
    • Organization, analytical, and problem-solving skills to address and overcome challenges that may arise during projects.
  6. Ability to:
    • Manage multiple projects and provide leadership and direction to interdisciplinary project teams.
    • Utilize tools and techniques to identify patterns, trends, and insights from collected data.
    • Evaluate training programs and assess their effectiveness.
    • Adapt to changing project requirements and environments.
    • Foster teamwork by working cooperatively and effectively with others to establish goals, resolve problems, and make decisions that enhance internal communications efforts.
    • Manage relationships with various stakeholders, including trainers, trainees, and senior management.
  7. Must possess and maintain a valid driver's license.
  8. Must be able to operate a vehicle.

Preferred

  • Project Management Professional certification (PMP) or other recognized project management certification or formal training.
