DCS has an exciting opportunity for a Senior Program Manager to support the Air Force Life Cycle Management Center (AFLCMC/HBD) at Hill AFB in Ogden Utah.

The Theater Battle Control Division is responsible for managing efforts focused on developing, acquiring, fielding, and sustaining programs that support worldwide communications and critical C2ISR (Command & Control, Intelligence, Surveillance & Reconnaissance) capabilities. These include Battle Management, Tactical Air Control, Air/Ground Surveillance, Time Critical Targeting, Combat Identification, Radar Imagery, Integrated Air/Missile Defense, and Mobile/Fixed C2ISR Performance, Exploitation & Dissemination Facilities.

Essential Job Functions:

Duties include, but not limited to:

  • Plan, research, analyze, and assess projects to develop strategies that achieve cost, schedule, and performance objectives.

  • Provide acquisition support to Program Managers and Integrated Product Team Leads to ensure successful program execution, maintain acquisition schedules, and deliver warfighter capabilities.

  • Analyze program health, provide recommendations to leadership, and support contract execution to meet objectives.

  • Develop and deliver program briefings, schedules, and reports to senior management, ensuring effective communication of program status and tasks.

  • Contribute to the preparation of acquisition documents, including Requests for Proposal (RFPs), Statements of Work (SOWs), and Contract Data Requirements Lists (CDRLs).

  • Review acquisition strategies, milestone documents, and program plans to ensure accuracy, consistency, and alignment with objectives.

  • Support the development, maintenance, and execution of program risk management plans, including facilitating risk identification and monitoring processes.

  • Assist in drafting, reviewing, and submitting acquisition reports, funding documents, and regulatory submissions in compliance with DoD and Air Force policies.

  • Provide expertise in DoD acquisition processes, guiding program managers on best practices to achieve efficiency, cost savings, and effective execution of acquisition efforts.

  • Support the implementation of acquisition strategies for urgent capabilities, Middle Tier Acquisitions, and life cycle logistics, ensuring alignment with operational needs and policy requirements.

  • Monitor contractor deliverables, program schedules, and performance, providing recommendations to maintain program alignment.

  • Assist with source selection strategies, evaluation criteria, and other acquisition-related tasks, including technical evaluations and risk assessments.

  • Ensure alignment with acquisition reform policies, Air Force instructions, and DoD directives, recommending updates to programs as needed.

  • Contribute to mission planning, operational analysis, and capability development to support testing, fielding, and sustainment of systems.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

A High School Diploma plus 30 years of experience, 20 of which must be in the DoD or a Bachelor's degree in a related field plus 25 years of experience, 15 of which must be in the DoD.

Active Top Secret Clearance.

Familiar with cloud-based systems, including management and projection of cost and performance.

Familiar with agile methods and CI/CD, DevSecOps and DevOps principals.

Comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoD and the Air Force.

Possess knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs.

Possesses the ability to effectively communicate orally and in writing, providing quality acquisition and program documentation including but not limited to briefings, documents, and plans.

Desired Skills:

Master's or Doctorate Degree in a related field and at least 20 years of experience, 12 years of which must be in the DoD.
