Position Summary:

The Head of Enterprise Project Portfolio Management ensures the successful execution of governance processes, generates portfolio insights to support strategic decision-making, and drives continuous improvement initiatives that enhance APS's enterprise project portfolio management maturity. This role acts as a key liaison between cross-functional teams, fostering collaboration and alignment to achieve APS's strategic goals, apply today!

Responsibilities:

Governance and Facilitation




  • Oversee and facilitate portfolio reviews, capacity planning, and project intake processes.



  • Develop, maintain and improve dashboards for tracking portfolio performance.



  • Ensure seamless execution of governance practices, maintaining transparency and accountability.




Strategic Insights and Recommendations




  • Analyze portfolio data to identify trends, risks, and opportunities.



  • Provide actionable insights and recommendations for strategic decision-making to the Director and stakeholders.




Process Improvement and Collaboration




  • Lead retrospectives to refine governance processes and implement feedback-driven enhancements.



  • Collaborate with the Director to implement continuous improvement initiatives.



  • Partner with the Project Coordinator to establish and align Community of Practice (COP) and Center of Excellence (COE) initiatives with governance insights.




Key Deliverables




  • Monthly portfolio review reports with actionable recommendations for stakeholders.



  • Advanced insights presentations for decision-making forums like Pillar and Aim Syncs.



  • Iterative governance process improvements based on retrospectives.




Innovation:




  • Stay abreast of industry trends, best practices, and emerging tools related to project portfolio management.



  • Support Director with department-level resource allocation and capacity planning to optimize utilization.



  • Mentor if necessary team members, fostering a high-performance and innovative work culture.



  • Other duties as assigned.





Education:



  • Bachelor's degree in Business Administration, Computer Science, Engineering, Technology, or a related field. Directly applicable experience may be accepted in lieu of a degree. A master's degree is preferred.




Preferred certifications:



  • PMP certification and/or other industry and project management certification
  • PMI Agile Certified Practitioner (ACP)
  • Scaled Agile Framework (SAFe)
  • Certified Scrum Master (CSM)
  • Or similar project and portfolio management certifications




Experience, Knowledge, Skills, and Abilities:


  • Minimum of 5 years in project portfolio management, program management, or enterprise-level governance roles.
  • Minimum of 3 years of experience emphasizing change management and strategic alignment, particularly in matrixed environments.
  • Demonstrated ability to design and optimize portfolio governance structures, including intake, prioritization, and performance tracking.
  • Advanced understanding of portfolio management frameworks, governance structures, and resource allocation principles.
  • Expertise in metrics-driven decision-making and reporting mechanisms to inform leadership and drive alignment.
  • Proficiency with association management, scientific publishing, or similar organizational ecosystems is highly desirable.
  • Advanced understanding of tools like Asana, Smartsheet, Airtable, or equivalent project management platforms.
  • Exceptional leadership skills, with the ability to influence and engage stakeholders at all organizational levels.
  • Proficiency in facilitating governance and operational reviews, including the ability to identify actionable insights and drive strategic decisions.
  • Strong analytical and problem-solving skills with an aptitude for leveraging data to drive continuous improvement.
  • Expertise in agile methodologies, capacity planning, and change management techniques to support the adoption of new frameworks.
  • Highly adaptable, capable of navigating complex organizational changes and aligning project outcomes with strategic goals.


Travel:This position requires up to 10% travel to attend events and meetings, including travel to APS offices in Long Island, NY; Washington DC; and College Park, MD, as well as other off-site locations for periodic meetings and training sessions. Additional travel may be required as assigned by the supervisor.

Salary:

The salary range for this position takes into account various factors influencing compensation decisions, such as skill sets, experience, training, and other business and organizational requirements. The salary listed within the specified ranges considers relevant experience. Our compensation philosophy at APS aims to maintain salaries at the midpoint of the market. As a result, we typically hire within the target starting range. Exceptional, rare cases may merit reviews above target starting range for specialized or niche skills aligned with strategic operational goals.

Hiring Range:$88,080/year - $120,009/year (USD)

Target Starting Range:$88,080/year - $97,989/year (USD)

Work Environment:

As noted above, APS offers a "Remote First" workplace. Although our offices are located on Long Island, NY, College Park, MD and Washington DC, you can work from other places in the United States. We are flexible about work hours, but expect responsiveness during the core of the workday, Eastern Time.
