How you make a difference in this role: A successful Business Development & Workforce Director possesses a variety of key skill sets that enable them to effectively engage with customers, deliver valuable solutions, and build lasting relationships. This individual communicates belief in agency vision, sense of core purpose; understands how change happens, makes good decisions combining analysis and judgement; engages input to establish shared ownership for best solutions. Job Overview: Responsible for providing leadership, assistance, support, and consultations on the delivery of employment and training programs related to the Workforce Innovation and Opportunities Act, Wagner Peyser Act, Jobs for Veterans Act, and all other laws/programs providing employment and training. Key Responsibilities:
- Communicates and ensures deliverables are met between TDLWD and LWDB
- Monitors Workforce Insights, Research, and Reporting Engine Division (WIRED) dashboard monthly for the GM regional area
- Collaboration with the Wagner Peyser Regional Director in the region for coordination of services provided by the American Job Center (AJC) state staff
- Plans and consults on the delivery of employment and training programs in a regional area specially as it relates to the Workforce Innovation and Opportunities Act, Wagner Peyser Act, Jobs for Veterans Act, and all other laws/programs providing employment and training
- Builds and maintains strong working relationships with the LWDB, State Partners, and Community
- Understands both short-term and long-term workforce needs for the region and works on the regional and local plans
- Understands and communicates labor market data and regional impact (Labor Force Participation Rate LFPR)
- Works with other State Agencies to lead workforce development projects to meet the employer's workforce needs
- Connects employers to resources such as Business Services Teams/AJCs, the LWDB, Colleges, TCATs, Universities, and Community Organizations
- Develops and conducts outreach relation activities, across the region, to explain and interpret plans and policies of the various employment and training programs available to employers, labor organizations, governmental agencies, community groups, and the general public
- Collaborates with other State agencies, local governmental agencies, employers, community services, labor organizations, local training agencies, and other organizations in the public and private sector to ensure positive relationships are developed and maintained
- Leads and participates in the development of policy, vision, and mission for the Workforce Services Division. Ensures collaboration and communications are fluid between the Workforce system, state agencies, and partnering organization
- Serves as project lead for workforce projects within the region and ensures Rapid Response and Layoff Aversion strategies are implemented
- Serves on project teams and workgroups as requested
Required Experience:
- Knowledge and expertise in Workforce Innovation and Opportunity Act (WIOA) programs
- Knowledge of Tennessee's Workforce Ecosystem
- Knowledge of the principles, practices and regulations related to employment and training programs
- Considerable oral and written communication skills.
- Knowledge of the physical, economic, and social characteristics of the Service Delivery Area
- Skilled in the use of meeting facilitation, negotiation, mediation, collaborative conflict resolution and problem-solving
Minimum Qualifications:
- Graduation from an accredited college or university with a bachelor's degree or High School Diploma with a minimum office years relevant work experience
- Considerable experience of a progressively responsible nature in management of employment and training programs
