About the Position

Underground and overhead utilities provide many of the services we rely on daily. From powering hospitals to heating and cooling homes to ensuring we can use our cell phones wherever we are. Here at the Maricopa County Department of Transportation (MCDOT), our transportation facilities and roadways often share the same areas as the various wet and dry utilities do, so we must plan and design both roadways and utilities to provide the most value to our constituents. We are seeking a creative thinker to lead our Utilities Coordination Branch in its effort to manage utility relocation installations cost-effectively, as well as new installations, within our roadway network. Under general supervision, this position manages technical staff and assures effective coordination, well-developed utility partnerships, and management of wet and dry utilities in coordination with the entire MCDOT Engineering Division.

We Require

  • Five years of engineering experience, including work experience in engineering project management, including one year of experience in a lead or supervisory capacity

  • Bachelor's degree in Engineering (Civil, Structural, Chemical, Environmental, Mechanical, etc.), Public Administration, or a related field

  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

  • Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire and have an acceptable driving record

We Also Value

  • Training in specialized software applications according to a specific area of assignment (i.e., Bluebeam, CADD, SharePoint)

  • Extensive knowledge in the design and construction of overhead and buried wet and dry utilities

  • Knowledge of basic roadway design and construction is preferred

  • Understanding of Public Agency financial, administrative, and interdepartmental roles, responsibilities, and coordination. Knowledge of public utility system design, construction standards, procedures, and coordination

  • Knowledge of railroad processes, standards, design, and construction.

  • Knowledge of the principles and practices of administrative management, including personnel rules, cost accounting, budgeting, strategic planning, and effective employee supervision and training

  • Knowledge of civil engineering principles, practices, terminology, and procedures.

  • Skill in effective communication, both verbal and written

Job Contributions

  • Plan, manage, and direct the daily activities of Supervisors and support staff; screen and assign workload; plan, prioritize, and assign tasks and projects; manage and coach staff; monitor work and develop staff skills to improve performance

  • Perform technical and administrative work in the supervision and management of design manuals and standards; production of technically detailed plans; testing, documentation, and assessment or acceptance of products; and management of consultants

  • Review the work of assigned staff to assure the work quality and timely accomplishment of assigned duties and responsibilities; assure compliance with all operational rules and regulations and Division/Department policies, procedures, and standards

  • Provide clear leadership, direction, and guidance in technical and strategic meetings

  • Coordinate operating and project budget preparation and administration; prepare cost estimates for budget recommendations; prepare cost estimates for projects; monitor and control expenditures

  • Review and comment on utility project contracts, financial and administrative information for quality assurance, and agreements with utility companies

  • Respond to requests for information; review, investigate, and correct errors in documents and reports; provide technical information to Division staff as authorized

  • Maintain strong utility partner relationships that grant immediate contact with the individual utility companies to address problems, questions, or issues

  • Performs other related duties as assigned

Working Conditions

  • This position is eligible for hybrid flexibility after a brief training period

  • Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly or requires walking or standing to a significant degree

  • The position is typically office or administrative work and is not substantially exposed to adverse environmental conditions

  • Incumbent may be subjected to extreme temperatures, wetness/humidity, respiratory hazards, and noise and vibration
