Position Summary

The Salvation Army Northern Division Headquarters (DHQ) in Roseville, MN, is committed to "Doing the Most Good" by supporting worship, housing, and service centers, addressing community needs, and administering emergency disaster services.

The Youth Department fosters the spiritual, social, and personal growth of young people across Minnesota and North Dakota through ministries, leadership development, camps, outreach, and character-building programs, inspiring youth and field units to reach their potential while promoting Christian values and community engagement.

The Community Center Development Specialist plays a key role in supporting youth and community programs by establishing community center standards, guiding developmental initiatives, and providing on-site summer camp support. The position ensures compliance with licensing requirements, offers resources to enhance community engagement, delivers CPR/First Aid/AED training to staff, and supports Youth Department goals through internal collaboration.

$60,000 - $65,000 annually

Essential Functions (approximate time spent)



  • Community Center Development and Standards (40%): Collaborate with Divisional Youth Secretary(s) to develop and maintain community center standards for field units operating community centers.
  • Developmental Programming Support (20%): Support units in implementing developmental programming, including sports, education, creative arts, religious, and virtual initiatives (e.g., esports and gaming).
  • Summer Camp Support (15%): Provide on-site support at Northwoods Camp for the duration of summer programs, offering guidance to counselors and campers while assisting with program operations and worship activities.
  • Licensing and Compliance Awareness (10%): Stay informed of state licensing requirements, ensuring compliance with applicable regulations for programming (e.g., youth, sports, camp, and community center activities).
  • Community Resource Support and Training (10%): Provide resources to corps to strengthen and promote The Salvation Army's presence within the community. Conduct CPR, First Aid, and AED training sessions for staff.
  • Internal Engagement and Goal Advancement (5%): Participate in internal activities to promote and advance the goals and objectives of the Youth Department.



Education and Experience



  • Bachelor's degree in a relevant field or equivalent combination of education and experience.
  • Three or more years of experience in youth development, education, ministry, or community center operations.
  • CPR, First Aid, and AED instructor certification required or must be obtained within 90 days of employment (The Salvation Army will cover certification and maintenance costs).
  • Must pass background checks, possess a valid driver's license, and pass an MVR check.

  • Must have a personal relationship with Jesus Christ, a senior soldier in good standing preferred.
  • Excellent interpersonal and communication (verbal and written) skills.
  • High level of honor in dealing with confidential information.
  • Works with integrity, valuing honesty and diligence.
  • Proficient with PC and Microsoft Office products.



Working Conditions



  • Primarily sedentary work involving computer and office equipment with some light work including bending, standing, reaching, lifting, and twisting for much of the year.
  • Active participation in leading camp and youth events is required.
  • Clear communication with colleagues and youth participants is essential.
  • Professional work environment with eligibility for remote-friendly arrangements.
  • Must reside on-site at Northwoods Camp in Finlayson, MN, for approximately eight weeks during summer camp programs.
  • Work hours occasionally include evenings and weekends.



Supervisory Responsibilities

None.

Driving/Travel Requirements

Occasional driving throughout the metro and infrequent travel to Salvation Army locations throughout Minnesota and North Dakota utilizing an agency or personal vehicle.
