Scope of Work:

Principle responsibilities include: the effective and efficient management and leadership of KIRA Information Solution's (KIRA) resources to meet all specifications and expectations of the contract; directly interfacing with the Air Force's Enhanced Technical Information Management System (ETIMS) Content Delivery Team (CDT) at all levels of leadership and structure; preparing and executing budget; and ensuring contract performance in accordance with the direction and policies of THTBC. Individual must be a talented manager, organizer, planner and leader; have a proven track record of implementing policies and systems to create/maintain a high-performance organizational culture, delivering/continuing results by building accountability and responsibility within a diverse workforce; able to create/continue a positive working environment characterized by teamwork and innovation; have a background in Information Technology, preferably Air Force IT; have a working knowledge of contract operations and functions with an emphasis on US Air Force Governmental operations. Individual should be familiar with Air Foce organization and functions; understand current procurement best practices; be politically astute; able to organize and express ideas through excellent oral and written communications to a wide variety of audiences; and demonstrate an unquestionable sense of integrity, honesty, and loyalty.

Responsibilities:

  • Manage 20-40 multidiscipline remote staff to include System/SW Engineers, Programmers, Test Engineers, QA, and Configuration Management personnel.
  • Work in close concert with USAF customer to ensure program success. The Program Manager will serve as the day-to-day interface with customer located at Wright Patterson AFB.
  • Understand all aspect of and experience with management of programs that use the Agile System Engineering Process to include understanding the numerous deliverable types associated with Contract Performance, Software Development and Software Engineering.
  • Understand the construct and management of Firm Fixed-Price (FFP), Cost-Plus Fixed-Fee (CPFF), Time and Material, and Cost Reimbursable financial cost and tracking models and programs
  • Manage (FFP) and CPFF) Prime contract employing multiple subcontractor companies
  • Lead efforts of Integrated Project Teams using resources from multiple companies.
  • Simultaneously manage Cost Plus Fixed Fee (CPFF) with Firm Fixed Price Software Development efforts.
  • Optimize financial performance of multiple programs under subsequent management that have both a FFP and CPFF contractual cost components.
  • Effectively deploy finite staff and financial resources to successfully address multiple and varying tasks to include constant issue resolution throughout the period of performance, while meeting cost and technical performance objectives.
  • Manage Program that includes multiple Software Applications with agile software releases throughout each year.
  • Manage Software Releases using Agile development lifecycle.
  • Assigns work and expectations to accomplish program objective then tracks progress on a weekly basis
  • Understand process and commit to continuously improving the Agile processes.
  • Formulate, structure and lead development of Engineering Change Proposals to include cost and technical.
  • Develop Basis of Estimates (BOE) and Work Breakdown Structures (WBS) for new development efforts
  • Perform personnel assessment and review cycle on a yearly basis.
  • Ensures all work complies with applicable statements of work, contractual requirements, company, and government regulations
  • Elevates issues to senior corporate management as appropriate.
  • May be required to develop/review program and company deliverables/reports
  • Promote and advocate for the company's culture of safety and high-performance standards
  • May recruit, hire, train staff, evaluate employee performance, and recommend or initiate promotions, transfers, and disciplinary action
  • Travel as necessary

Minimum Requirements:

  • Bachelor of Science in Engineering, Computer, or Software or related degree with 10 Plus Years of Project/Program Management experience of mid-size multiyear >$5M/Year software development programs.
  • Strong organization and interpersonal skills, with excellent oral and written communication skills
  • Must be proactive and experienced in issue resolution, problem solving and negotiations.
  • 20 years' plus experience in USAF Programs and the System Engineering Processes
  • 10 plus years' experience managing T&M, FFP, CPFF software development efforts with staff of 15 or more persons.
  • 5 plus years' experience managing all aspect of software development programs with size of $5M or greater revenue.
  • 2 plus years' experience managing programs that use the Agile development lifecycle methodology.
  • 5 plus years' experience developing Engineering Change Proposals from both a cost and technical perspective.
  • 10 plus years' experience working directly with contracts, finance, and corporate HR focal points to deliver program success.
  • Must have demonstrated excellent Customer Relationship Management (CRM) and must understand the Contractor Performance Assessment Reporting System (CPARS) having demonstrated receiving high ratings on previously managed programs.
  • Professional certification (Project Management Professional) preferably a PMP Certification is a plus
  • Active secret security clearance or ability to obtain one
  • Need to live or relocate within 25 miles of Wright Patterson Air Force Base (WPAFB)
