Description

Vickers and Nolan Enterprises (VNE) is an engineering company that provides Government projects and programs with experienced and dedicated system architects, engineers, subject matter experts (in tactical intelligence), and program managers. VNE also develops training courses and tools to prepare warfighters to effectively employ tactical intelligence systems and provide management guidance to the Government organizations that develop these systems.

Qualifications

VNE, LLC is looking for a Secret Cleared Program Project Manager III

Minimum Qualifications:

Education:




  • Bachelor's degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business.




Experience:



  • Fifteen (15) years of technical experience in support of program/projects, to include: Equipment Support, System Support, and Programmatic Support.
  • Experience shall include at least eight (8) years of Program Management experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning.
  • Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
  • Individual shall have written and oral communications abilities commensurate with this management role.
  • Five (5) years as manager of ISR/IO.
  • Experience may be achieved simultaneously.
  • Experience with managing full software and hardware development lifecycle projects, including design, development, testing, and deployment using Agile methodologies such as Scrum or Kanban.
  • Proficient with utilizing DevOps tools for management, analysis, and reporting.
  • Secret level Clearance required.


ADDITIONAL QUALIFICATIONS:



  • Project or Program Management Professional (PMP) Certification or Certified DAWIA Advanced/Level 2-3 in Program Management. Achieve Cyber Security Work force IAM II designation IAW 8570.2.


Job Description:

Program Managers are concerned with the overall planning, direction and success of major programs, systems development efforts, and research or technology initiatives which have great significance to the activity's and agency's needs. Programs are typically large, multi-year efforts divided into several sub-programs/tasks. Program Managers are also responsible for the overall program definition, organization, and direction of short and long range plans. This includes the responsibility for formulating, guiding, and directing the technical approach; and defining and negotiation with activity and agency personnel for necessary resources. Establishment and control of technical milestones, schedules, budgets and costs are also essential tasks for the Program Manager.

Essential Duties of the Job:



  • Ability to communicate task requirement information to client in a clear and concise manner.
  • Must be able to sit and stand for prolonged periods of time, as well as lead and participate in meetings and working groups.
  • Requires visual acuity to use a keyboard.
  • Must be able to attend work each day, during scheduled hours, unless on travel or approved time off.
  • Ability to work on computer for long periods, and communicate with individuals by telephone, email and face-to-face

  • While performing duties of job, employee is occasionally required to stand; walk; sit; use hand to finger, handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
  • Employee must occasionally lift and/or move up to 50 pounds.
  • Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • May be exposed to chemicals related to office equipment.
  • The noise level in the work environment is usually moderate (i.e. general office environment).
