Modern Technology Solutions Inc. (MTSI) is seeking a Senior Program Management Analyst & Architect to join our team in the El Segundo, CA area, (remote work opportunity is limited) to provide Systems Engineering and Technical Assistance (SETA) to the United States Space Force (USSF) in support of the Space Systems Command (SSC) BCTI, for the Integrated Operations Network (ION) program. This position requires an active Top-Secret clearance with SCI eligible.

Responsibilities

As a Senior Program Management Analyst & Architect with MTSI you will provide Systems Engineering and Technical Assistance (SETA) to the United States Space Force (USSF) in support of the Space Systems Command (SSC) BCTI, for the Integrated Operations Network (ION) program. The successful candidate will possess excellent problem solving skills, initiative, strong written and verbal communication skills, and the ability to collaborate effectively with cross-functional teams. This position requires an active Top-Secret clearance with SCI eligible. The work location is in the El Segundo, CA area, (remote work opportunity is limited) with travel of upto 20% of time within the continental United States may be required.

Your essential job functions will include but will not be limited to:

  • Executing analysis of programs, associated systems to include system acquisition and life cycle management for programming, budgeting, and security policy and applications across multiple Services.
  • Coordinating and managing strategic planning to include but not limited to acquisition strategies, Program Objective Memorandum (POM), and life cycle management of programs.
  • Facilitating cross-Delta, STARCOM, and SpOC cross- coordination and integration activities.
  • Coordinating and participating in key program activities such as Program Increments, Industry Days, and Distinguished Visitor demonstrations and briefings.
  • Staffing documents through HQ SSC, USSF, and Pentagon offices.
  • Participating in major program management, test readiness, and other programmatic reviews.
  • Working with government program managers to provide effective and efficient management of contracts.
  • Reviewing earned value, Estimate to Complete, Funds and Man-hour Expenditure Reports, or other financial reports as appropriate.
  • Reviewing risk and risk mitigation activities.
  • Supporting Government Leadership transitions through the development of continuity documentation, coordination of deep dive briefings, and facilitation of key personnel and stakeholder introductions.
  • Establishing a retention plan and/or structure to ensure knowledge retention of critical activities, events, documentation, and stakeholders.
  • Studying, analyzing, and recommending solutions, including hybrid cloud-based environment(s) for ION program initiatives, ensuring that critical applications are designed and optimized for high availability and disaster recovery.
  • Overseeing the integration of capabilities and models into the ION environment.
  • Defining requirements for ION, to include integrating, upgrading, and sustaining the environment.
  • Back decisions with research and the "why/so what", and articulate options, pros and cons for each recommendation.
  • Analyzing solutions architectures and evaluating architectural alternatives for ION technical solutions including IaaS, PaaS, and other cloud services.
  • Ensuring the design of enterprise and systems security throughout the ION solutions life cycle; translating technology and environmental conditions into security designs and processes.
  • Overseeing the design and development of security requirements that mitigates risk while maintaining a cyber security operational capability across the ION USSF enterprise.
  • Maintaining overall knowledge of, staying up to date with, and researching industry best practices, trends, and emerging technologies, evaluating their potential impact on the ION development strategies and possible implementation.
  • Other activities as assigned.

Qualifications

  • 8+ years' DoD Program Management experience working cost, schedule, and performance.
  • 2+ years'' of Special Access Programs (SAP) experience within the last 5 years.
  • Possess familiarity with customer portfolio and capabilities.
  • Must be able to organize, conduct, and lead meetings, conferences, briefings and in support of customer objectives.
  • Proven ability to collaborate with multidisciplinary teams of analysts, developers, data scientists, operators, and subject-matter experts.
  • Possess strong analytic skills and be capable of operating in a multi-tasking environment.
  • Must have strong verbal and written communications skills with ability to provide briefings to program office staff about ongoing efforts.
  • Possess the ability to work in a multitasking, quick-paced, dynamic environment.

Qualifications Desired:

  • Experience in Multi-Domain/Multi-Level Security architectures.
  • Experience working on-site in a government client environment.
  • Familiarity with security procedures while working in a SCIF/SAPF environment.
  • Experience with DoD Acquisition Lifecycle experience and/or Rapid Acquisition / Rapid Delivery experience.
  • Capability to assume a leadership role during system requirements reviews, preliminary design reviews and other types of technical meetings.

Education Requirements:

  • B.S. degree in Program Management, or Engineering.
  • M.S. degree may substitute for two years.

Certifications Requirements:

  • DoD 8140.03 "Cyberspace Workforce Qualification and Management Program".

Clearance Requirements:

  • Top Secret, SCI eligible.
  • Eligibility for access to Special Access Program Information.
  • U.S. Citizenship is required for this position.

Location/Travel Requirements:

  • Place of work is El Segundo, CA area, remote work opportunity is limited.
  • May require travel up to 20% of time within the continental United States.

Compensation: The pay range for this position in California is $155,000/year to $190,000/year; however, base pay offered may vary depending on established government contract wages, job- related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
