Modern Technology Solutions, Inc. (MTSI) is seeking a Data Conversion Engineer for the USAFWC Exercise support at Nellis AFB in Las Vegas, NV.

Candidate will be responsible for work in a multitasking, quick-paced, dynamic environment supporting USAF Warfare Center Large Force Exercises, Operational Test and Tactics Development. Candidate will support planning and execution of Chairman, Joint Chief of Staff (CJCS), Combatant Command (COCOM), and Major Command (MAJCOM)-level exercises and events.

Responsibilities

At MTSI, we are at the forefront of technological innovation, we are seeking a detail-oriented and innovative Data Conversion Engineer to join our team. This role focuses on transforming, migrating, and integrating data across platforms, classifications and systems, ensuring accuracy, consistency, and usability. The ideal candidate will excel at designing efficient conversion processes for a wide-array of data and collaborating with cross-functional teams to support exercise and test goals in a fast-paced environment. Candidates must be self-motivated and capable of working independently with little supervision / direct tasking. You will be a valuable member of the team and will be expected to own these tasks, use your experience and problem-solving skills to provide one-of-a-kind solutions to complex problems. You will focus in the following areas:

  • Data Transformation and Migration: Convert data from legacy systems to modern platforms and object models. Design workflows to ensure seamless migration of large datasets with minimal downtime and incorporate error-checking & notification.
  • Data Integrity and Quality Assurance: Develop validation processes to ensure data accuracy and consistency. Troubleshoot and resolve data discrepancies during conversion processes.
  • Tool and Process Optimization: Utilize tools and frameworks for ETL (Extract, Transform, Load) processes. Recommend and implement best practices for data conversion efficiency.
  • Collaboration and Communication: Work closely with stakeholders to understand data requirements and constraints. Collaborate with developers, analysts, and project managers to align conversion tasks with project timelines.

Qualifications

Required Skills:

  • Must have experience working in a DoD IT environment.
  • 10+ years' experience in a technical field, with at least 4+ year experience leading teams of engineers & developers, with a minimum of a master's degree in engineering, Computer Science, or a related field.
  • Strong troubleshooting and problem-solving skills, experience with automation and orchestration tools. Excellent communication and documentation skills & ability to work in a fast-paced, dynamic environment. Task Management and Organization: must be able to concurrently prioritize tasks, manage timelines, and coordinate with multiple stakeholders.
  • Data Transformation and Migration Expertise: Strong understanding of data formats, structures, and mapping strategies. Demonstrated ability to convert binary data, use Schemas or ICDs to build conversion tools, or parse text-based documentation into a standardized format. Deep familiarity with converting various time formats (ISO 8601 including UTC and Zulu, UNIX timestamps/epoch time, RFC 2822/1123 formats, Java time notation, SQL standard formats, etc.), Coordinate sets (MGRS, DMS, Decimal Degrees, Degrees Decimal Minutes, UTM, Cartesian, Geocentric coordinates, polar coordinates, and tangential plane coordinates/LTP) and datums.
  • Understanding of Legacy and Modern Systems: Knowledge of older technologies and modern platforms to effectively bridge the gap during migrations. Expertise with flat-file system data, such as CSV, TSV, fixed-width, or delimited text files, familiarity with XML and JSON, hierarchical databases, legacy encoding standards such as ASCII and legacy relational database like oracle, DB2, or SQL server.
  • Expertise in working with classified data sets, streaming data before in either TCP/IP or UDP data formats, and familiarity with datasets such as DIS, TENA, CMF, Link-16, UMF, VMF, Chapter 10, etc.
  • Proficiency in ETL Tools and Frameworks: Experience with tools like Talend, Apache Nifi, Informatica, and building custom ETL pipelines.
  • SQL and Database Management: Advanced skills in manipulating, and managing relational databases (e.g., MySQL, PostgreSQL, Oracle, or SQL Server). Additionally, should have baseline expertise in building customized queries and outputting datasets that can be used by developers and users.
  • Programming Skills: Proficiency in Python or C++, as well as techniques for scripting and process automation. Strong expertise in MS Excel, and using VBA code to transform data
  • Data Quality and Validation: Familiarity with techniques and tools to ensure data accuracy, consistency, and integrity.
  • Analytical and Problem-Solving Skills: Ability to troubleshoot data discrepancies and debug complex conversion workflows.
  • Version Control Systems: Experience with tools like Git for tracking changes in scripts or workflows.

Desired Skills:

  • Expertise in Large Force Exercises, Operational Test, or Operational planning and analysis.
  • Experience with interface updates, automation of manual workflows, multi-system integrations, and post-event data review & product creation.
  • Big Data Knowledge: Familiarity with distributed data processing tools like Hadoop, Spark, or cloud platforms, as well as docker or Kubernetes environments.
  • Knowledge of APIs and Integration: Experience with consuming and integrating APIs for data extraction and transfer, both live data streams and post-event data files.

Education Requirements:

  • Master's degree required. Bachelor's degree in a STEM field will be considered with an additional 8+ years (18 years total) experience.
  • Graduate of formal USAF/USN platform instructor or course desired.
  • Experience will be considered in lieu of formal education.

Travel Requirements:

Routine travel is expected. Candidates should anticipate one week per quarter, minimum. Non-traditional work hours will be required at pre-determined intervals for exercise support. Expectation is that work will be performed onsite. Occasional telework options may be available with approval from mission partner.

Clearance Requirements:

Current Top Secret (TS) Security Clearance with SCI eligibility and the ability to obtain access to Special Access Required (SAR) Programs and Special Technical Operations (STO) required.

U.S. Citizenship is required
