Consulting Services Group (CSG) is seeking a Subcontract Manager. The Subcontract Manager will be responsible for assisting in the subcontractor management of DoD projects and assisting our Program Director and associated project managers with managing scope, budget, schedule, and deliverables of dynamic operational support. You will join a team of talented, senior Department of Defense (DoD) subject matter experts who work collaboratively with CSG management and supported DoD customers to manage oversight of subcontract vendors to facilitate delivery of contract services and efforts related to Identity Management.

This position requires a well-organized and dedicated individual to develop and negotiate subcontracts, arrange payments, and analyze and evaluate subcontract records, invoices, and performance. The right individual will have at least 2-4 years of previous experience with subcontract management or contracts experience on DoD or other scientific or technical federal government programs. This position provides on-site project management support and coordination to a complex contract. Duties may include contract accounting and reporting, project schedule focus to management, tracking annual fiscal plans and monthly updates, maintenance and reporting, contract administration, purchasing, maintaining contract budgets, preparing contract billing, establishing and evaluating estimates for material, equipment, production costs and delivery schedules.

Duties/Tasks and Responsibilities:

  • Develop contract proposals to support organizational goals.
  • Review contract estimates, including proposed materials, production costs, etc and determine whether they seem reasonable and accurate.
  • Manage Firm-Fixed-Price (FFP) Contracts.
  • Negotiate and manage several large dollar, high visibility DOD subcontracts.
  • Create regular status reports regarding progress on projects.
  • Manage administrative support, develop company policies and procedures manuals.
  • Write contract letters and other communications and notices.
  • Author and develop Request for Proposal (RFP) documents for subcontract activities.
  • Ensure compliance with RFP requirements while adhering to company policy and establish practices to mitigate risks accordingly.
  • Coordinate with PMs and OMs to update forecasts for all projects based on execution requirements and validate actuals using approved tools to input, monitor, and analyze data.
  • Review and maintain project Estimate At Completion (EAC) for all cost elements (direct labor, subcontractor labor, ODCs, Materials, Travel, etc.)
  • Maintain project travel and labor trackers with requests, reports, status, estimated and actual costs, funding limits, billing, etc.
  • Perform 'what-if' analysis due to surge, reductions, or other project variables.
  • Complete Contract Brief updates, work authorization updates, validate LCAT rates, employee LCAT and project assignments for accuracy.
  • Support proposal pricing efforts, month-end processes, contract closeout, and Fiscal Year (FY) planning events.
  • Ensure subcontractor and client invoices are billed in accordance with contract requirements; monitor status to ensure timely processing and approval.
  • Manage subcontractor funding and expenditures; validate funding and prepare/submit purchase requisitions.
  • Complete and analyze EAC adjustments for FFP contracts.

Minimum Qualifications:

  • Must be a U.S. Citizen
  • Must have an active Top Secret security clearance with SCI eligibility.
  • At least 3 years of experience supporting DoD programs or projects.
  • At least 2-4 years of previous experience with subcontract management or contracts experience on DoD or other scientific for technical federal government programs.
  • Strong analytical, financial management, and organizational skills with a keen attention to detail.
  • Able to work productively independently and as part of a team.
  • Must have excellent analytical thinking skills and problem-solving abilities.
  • Excellent written, oral, communication, negotiation, and mediation skills.
  • Proficient in Microsoft Office 365 software, Microsoft Project, and managing Microsoft SharePoint.

Education:

  • Bachelor's Degree in relevant field applicable to management; degree in Business or MBA preferred.

Desired Qualifications:

  • Experience with traditional Identity Management and Cyber Identity Management.
  • Experience working in support of DoD information operations, offensive cyberspace operations, military information support operations, and counterintelligence or human intelligence operations preferred.

Job location: Onsite in Northern Virginia, remote telework is not available.

Other:

This is a full time position working normal workday hours, Monday to Friday, with weekends and holidays off.

Travel:

  • Occasional short-term CONUS travel may be required
