About the Position

As the Property Engineering Supervisor, you will oversee, direct, and guide division personnel who provide GIS, CAD, and title services for the Maricopa County Department of Transportation (MCDOT), the Flood Control District (FCDMC), and other County departments. Your responsibilities include maintaining and enhancing the division's technology capabilities-such as GIS, CAD, and database management-and ensuring that the team remains highly proficient as technology evolves. You will foster a work culture that motivates and inspires a performance-oriented division. In this role, you will collaborate closely with colleagues in the Real Estate Department, FCDMC, MCDOT, Planning and Development, the County Attorney's Office, other County departments, governmental agencies, consultants, realtors, and the public.

We Require

  • Three years of technical work experience in GIS and database management, land surveying, right of way, and legal description reading and interpretation
  • Bachelor's degree in Real Estate, Business Administration, Public Administration, Land Surveying, Geographic Information Systems, or a closely related field
  • An equivalent combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

We Also Value

  • Experience supervising small, highly technical teams
  • Experience with CADD Software, preferably with Bentley MicroStation InRoads and/or OpenRoads
  • Experience with ESRI ArcPro software with additional preference utilizing Parcel Fabric

Job Contributions

  • Directs the activities of the division providing technical services towards the acquisition of real property for the legal right of way to construct Maricopa County roads and Flood Control District facilities
  • Review and approve all legal descriptions, exhibits, row plans
  • Reviews and approves research material and GIS displays prepared for litigation cases and appears in court as needed by attorneys
  • Maintains the information related to the real estate/ROW databases for the Real Estate Department
  • Attends project meetings with Maricopa County Department of Transportation or Flood Control District project managers and design consultants to resolve issues affecting the development of the right of way plans, legal descriptions and exhibits
  • Directs the development of technology capabilities for CAD, GIS and Database applications for the department and departments it supports
  • Manages technical projects requiring collaboration between multiple departments
  • Provides review, interpretation, and opinion for complex land and right-of-way issues
  • Prioritizes multiple workflows and work products to ensure day-to-day activities are completed while spearheading special/high-priority projects
  • Manages on-call professional land surveying contracts and reviews, writes scopes of work for survey assignments and approves billings for the survey services performed
  • Reviews and provides feedback on engineering projects, construction plan submittals, and special use permit applications
  • Develops and manages the division budget

Working Conditions

  • Must possess or have the ability to obtain a valid Arizona driver's license by the time of hire
  • Registration as a Professional Land Surveyor in the State of Arizona or ability to obtain Arizona registration within two years of employment
  • Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time
  • The position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
  • Hybrid option after training period
