The Dell Medical School is looking for a Compliance and Risk Officer.

The Compliance and Risk Officer reports to the Chief Enterprise Risk and Compliance Officer. This position will engage within multiple compliance areas including human resources policies, outside activities, research, clinical, and educational programs, and interface with external state and federal regulatory agencies as necessary.

Purpose

The Compliance and Risk Officer at Dell Medical School assists in the operations and maintenance of Dell Medical School's compliance program. This includes the processing, management, and assistance with implementation of policies and procedures, trainings, assessments and monitoring of regulatory compliance programs, assisting with incident and intake review, investigations, working with other business units and committees within Dell Medical School and the university, and other duties as needed.

Responsibilities

  • Provides guidance, counsel, and assists in the identification, implementation, and maintenance of organizational policies and procedures in coordination with school leadership and administration, committees, and Chief Enterprise Risk and Compliance officer.

  • Manages compliance operations and initiatives including assisting with annual risk assessments, reporting processes, trainings, analysis, investigations, and conducts compliance monitoring activities in coordination with Dell Medical School's other risk management, compliance, assessment, and operational functions. Delivers initial and ongoing trainings to employees, volunteers, medical and professional staff, contractors, alliances, business associates, and other appropriate third parties.

  • Works with Enterprise Risk and Compliance, legal counsel, business units, departments, and appropriate committees to ensure the organization has and maintains appropriate operational controls, policies and procedures, controls, and processes to meet currently applicable requirements.

  • Establishes with leadership and operations teams a mechanism to receive, track, and investigate potential policy violations within the purview of the organization as required by law. Works cooperatively with the office and other applicable offices in overseeing risk and compliance operations.

  • Works, together with university personnel as needed, to develop and implement auditing and monitoring initiatives that provide more guidance and emphasis on known risk areas.

  • Maintains current knowledge of applicable federal and state privacy laws and accreditation standards, and monitors advancements in operations, regulations, statutes and programs to ensure organizational adaptation and compliance.

  • Serves as a compliance and risk consultant to Dell Med departments, units and appropriate entities. Cooperates with internal and external regulatory entities in any compliance reviews or investigations.

  • Assists the Dell Medical School Office of Risk and Compliance in creating, monitoring, receiving, assessing investigating, and reviewing other regulatory and legal compliance matters.

  • Other related duties as assigned.

Required Qualifications

Bachelor's degree and certification(s) compliance or legal education. Minimum of 3 years of functioning as a compliance officer, risk manager, legal officer or other role overseeing regulatory requirements of one or more areas of operations (employment, operations, research, education, and/or health care operations). Knowledge of regulations, laws, and requirements. Experience in successful operation of regulatory programs.Experience in assisting in the oversight and operations of risk and/or compliance programs at an educational institution, health care entity and/or academic health center. Excellent verbal, written, and interpersonal communication skills. Demonstrated ability to think strategically and creatively, work well under pressure, and manage details of several concurrent projects. Demonstrated ability to work effectively in a team-oriented environment. Capable of working independently. Work with integrity and professionalism. Relevant education and experience may be substituted as appropriate.

Knowledge/Skills/Abilities:

  • Must possess strong knowledge of federal and state laws as well as regulations.

  • Must possess strong oral and written communication skills along with the ability to communicate with all levels of the organization.

  • Ability to work cooperatively with multi-disciplinary groups and line managers.

  • Effective problem-solving skills.

  • Ability to manage multiple projects.

  • Ability to plan, organize, set and accomplish goals.

  • Ability to analyze/evaluate data and make appropriate recommendations.

Preferred Qualifications

Juris Doctorate (J.D.) or 5 years of increasingly responsible experience functioning as a risk manager, compliance officer, legal officer, or regulatory expert involving health care, at health care entity or academic medical center. Certification(s) in health care compliance, research compliance, and/or academic compliance. Experience working in a medical school or health institution. Experience working in a technical environment. Experience with Electronic Medical Record systems. Exercises independent decision-making authority with oversight of Chief Enterprise Risk and Compliance Officer for compliance related issues.

Retirement Plan Eligibility:

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
