Project Manager

Department: Office of Equity

Full-time, Hybrid

Salary Range: $81,328.00 - $96,907.20/yr

Job Summary

The Project Manager will provide project management support to enhance department operations and enable effective service delivery. They will collaborate with Office of Equity (OOE) managers, direct practice staff, and the Director of Equity Strategy & Operations to design efficient processes and advance department projects. Responsibilities include implementing project management best practices for design, planning, cost estimation, and document preparation. The role involves meeting with stakeholders to review project plans, budgets (if applicable), schedules, and progress, ensuring timely reporting and communication while identifying and addressing scope adjustments to achieve project goals.

Schedule: This position will work a hybrid schedule with 3 days in the office and 2 days remote per week. Occasional nights and weekends are required to participate in events.

Job Responsibilities

Project Management for the Office of Equity



  • Support OOE staff to develop and deploy standard processes and tools for project management support (i.e., charters, logic models, process maps/flow charts, project timelines, goal setting guides).
  • Support project leads and teams through the lifecycle of a project using a standardized approaches (e.g., Agile, SCRUM, waterfall) as appropriate.
  • Manage the intake process of technical assistance and capacity-building services.



Quality Assurance and Program Development



  • Maintain accurate information on the status of assigned projects within project management software.
  • Identify quality assurance gaps and opportunities within OOE and collaborate with others to develop solutions.
  • Create standards for quality assurance in project management.
  • Research, recommend, and implement project management policies, principals, and practices.



Process Improvement and Collaboration



  • Promote teamwork and a culture of collaboration
  • Work effectively in a matrix environment where lines of reporting are mixed. Complete projects with internal and external resources that may not have direct reporting or chain of command authority to this position.
  • Provide lessons learned and recommendations for continuous improvement to advance project management maturity within Milwaukee County that leads to impact.



Department Strategy Support



  • Collaborate with department, division, and service area teams to develop department-level outcomes in connection with the countywide Key Performance Indicators (KPI's) and community indicators.
  • Support the metric development process and work with other staff to promote sustainable data review best practices within the projects and programs



Other Duties as Assigned



  • Respond to emerging department and/or countywide priorities as assigned.
  • Participate in ongoing professional development to strengthen skills and resources in project management, continuous improvement, and evaluation.


Required Education, License/Certification and Experiences



  • Current residency within the State of Wisconsin upon application required
  • Associate degree or higher in Business, Project Management, Organizational Development, Process Improvement or closely related field required
  • Two (2) years or more of work experience in Project Management, Organizational Development, Process Improvement, Strategic Planning or Diversity, Equity and Inclusion required
  • One (1) year or more of work experience in a Supervisory or Management role required
  • Advanced knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required



Preferred Education, License/Certification and Experiences



  • Project Management Professional (PMP) certification preferred
  • Agile certification preferred
  • SCRUM certification preferred
  • Previous experience using Smartsheet, Office 365 products, project tracking software and Power BI preferred
  • Bachelor's degree or higher preferred
