Position Overview

A Municipal Advisor is a licensed financial professional who provides their knowledge and expertise to a municipal entity as it relates to the issuance of municipal bonds and notes.

As a participant in the Municipal Advisor Development Program you will be exposed to and ultimately be responsible for deal and client support to the UFASI team of Municipal Fiscal Advisors. With built in knowledge checkpoints over a twelve-month period, the program is designed to allow for on-the-job experience while participants study for the requisite certifications needed for continued growth in the Municipal Fiscal Advisory field.

Essential Duties

As a Municipal Advisor Trainee under the direction of the Sr. FAA you will assist with work related to the Municipal Bond process. Examples include:
  • POS updating & distribution: Prepare Preliminary Official Statements (POS) for electronic distribution to market through financial printer.
  • Note with disclosure processing: Perform all tasks necessary for note with disclosure sale processing, including but not limited to sale results distribution, preparing distribution list, preparing the final official statement, coordinating settlement instructions with underwriter and issuer.
  • Bond sale processing: Perform all tasks necessary for successful bond sale, including but not limited to CUSIP application, proofing of bids, preparing distribution list, preparing the final official statement, coordinating settlement instructions with underwriter and issuer.
  • Coordinates preparation of legal documents and the settlements of bonds/notes through DTC, coordinating with underwriter, bond counsel, paying agent.
  • Create Post Sale report - analyzes comparable sales, current market rates and yields.
  • Compiles client bill with appropriate fee per compliance.
  • Assist the FA with work related to "state house" notes.
  • Finalize note bid sheet and distribute to list of bidders.
  • Finalize results sheet and distribute to list of bidders.
  • Prepare municipal note forms and other related documentation.
  • Works with Department of revenue staff to ensure note documents are correct.
  • Create and send invoice to client.
  • Compiles client bill with appropriate fee per compliance.

Operational Tasks
  • Prepare audit confirmations.
  • Responsible to share in any or all of the following tasks: comparison reoffering, weekly check deposits, various scheduled and on demand reports, billing management, cancelled note disposition, IRS document fillings, paying agent duties, and general e-mailbox management.

Continuing Disclosures
  • Creation of initial draft.
  • Updating the document
  • Filing on EMMA (MSRB website) to meet appropriate deadlines per regulations.
  • Create and send invoice to client.

Other FA Assistance
  • Be able to participate in responding to RFPs and SOQs request.
  • Become proficient in UFASI core database and other electronic systems critical to debt issuance.
  • Introduction into Official Statements with request for review and eventually data table input.
  • May be asked to take lead in planning UFASI attendance at seminars, association meetings, etc.

Knowledge, Skills, Education and Work Experience
  • Associate's degree required, Bachelor's degree preferred.
  • Prior professional office and/or finance-related experience helpful.
  • Experience working in municipal or public finance helpful.
  • Ability to prioritize tasks within defined responsibilities.
  • Strong and accurate word processing skills ability to perform detailed assignments accurately, communicate effectively both verbally and in writing, and manage tasks in a deadline driven environment.
  • Strong interpersonal and teamwork skills are needed.
  • Must be organized and able to multi-task.
  • Demonstrated computer literacy in all Microsoft applications is necessary for success, with a particular emphasis on Word and Excel
  • Some knowledge of financial concepts (principal, interest, present value, etc.) helpful.
