This person will provide advice to other leadership positions on federal and state regulations including being the primary leader responsible for representing and advancing the interests of the Agency during Monitoring's and Audits. The person in this leadership position is to manage the Operations and Compliance section of the DRR Division. This position oversees both state and contracted staff and leads Division efforts on all Compliance initiatives. Staff led by this position perform the important functions of ensuring grant management and compliance and internal quality control and quality assurance of all program activities. The Operations and Compliance Manager provides advice to other leadership positions on federal and state regulations and serves as the designated compliance officer for HUD Monitoring, Audits, HUD Office of Inspector General Monitoring or Audits, or State Audits. The Operations and Compliance Manager is the primary leader responsible for representing and advancing the interests of the Agency during Monitoring and Audits. The Operations and Compliance Manager interprets and provides technical advice to leadership on state laws, codes, and regulations. This position may serve as a primary representative of the Recovery and Resilience division and represents the division in public forums, in Housing Stability Council, Executive Team meetings, all-staff Meetings, division meetings, meetings with elected officials, and external stakeholder meetings when requested. MINIMUM QUALIFICATIONSSix years of supervision, management, or progressively related experience. -OR- Three years of related experience and a Bachelor's degree in a related field. To learn more about Oregon Housing and Community Services, visit our website: https://www.oregon.gov/OHCS/pages/index.aspx DISASTER RECOVERY & RESILIENCYThe Oregon Department of Housing and Community Services (OHCS)'s Disaster Recovery & Resiliency (DRR) division administers long-term state and federal grants to benefit disaster survivors and impacted communities in Oregon. The division is supporting statewide recovery from the major disasters that occurred during Labor Day Weekend of 2020 when fires caused the loss of nearly 4,200 homes in the state. The Oregon Legislature allocated $150 million in specific wildfire recovery general funds along with substantial affordable housing funding which will be applied to disaster impacted regions, and the federal government has allocated $422 million in Community Development Block Grant- Disaster Recovery (CDBG-DR) funds from the US Housing and Urban Development Department.
