Overview Sierra Lobo, offers customers a full range of professional and technical capabilities, including Test and Evaluation, Systems Engineering, and Advanced Technologies. We also develop products and processes related to Cryogenic Fluid and Thermal Management Systems, Densified Propellant Management Systems, and Prototype Extreme Pressure and Temperature Systems. Our customers include the Department of Defense (DoD), the U.S. Air Force, U.S. Navy, U.S. Army, Missile Defense Agency (MDA), and the National Aeronautics and Space Administration (NASA). This position will be located in Cleveland Ohio in support of NASA's Glenn Research Center and will support the Business Office on the SpaceDOC contract. EOE/Minority/Female/Disabled/Veteran Responsibilities The Buyer III performs purchases of commercial and non-commercial products and services for purchases up to and above the simplified acquisition threshold which is currently $150K. The Buyer III must possess a thorough understanding of the Federal Acquisition Regulations (FAR) and have experience working within a CPSR procurement system. TYPICAL FUNCTIONS Applies extensive practical knowledge and skill to prepare purchase requisitions/orders for material or merchandise and procure a wide range of products and material to satisfy requisition requirements, obtain quotations and determine the adequacy of the price when pricing involves more than merely referring to a price list or making some simple mathematical calculations, and to place the order, in accordance with established procurement regulations. Possesses and applies considerable and substantial knowledge of concepts, practices and procedures for performing various difficult procurement duties such as preparing proposals or bids, negotiating contracts, and performing related contract administrative tasks, including the analysis of contract performance requirements, special provisions, and terms and conditions. Knows the Federal Acquisition Regulations, as well as other applicable regulations. Also performs some typical and standard procurement duties such as determining availability of ordered items and suggesting substitutes when necessary; advising expected delivery date and method of delivery; checking orders for accuracy and adequacy of information; following up on order specified delivery date and inform requestor of delivery status. Performs assignments that involve non-familiar concepts and nonstandard methods without explicit instructions as to work methods. Resolves non-routine procurement problems of a type that have not been previously encountered. Typically works independently, with seldom referral to others. Under minimal supervision, plans, conducts, and supervises assignments. Performs No personnel administrative duties. Under general supervision, plans and conducts wide range of assignments. Assignments are broad in nature, requiring originality and ingenuity. Procurement problems, including some not previously encountered, and involving concepts and methods for which company guides and precedents are applicable, are resolved independently. Only new and significantly changed work aspects are reviewed for regulatory and requisition compliance. Operates with appreciable latitude for non-reviewed action or decisions. Rarely requires the assistance of supervisor. Qualifications Associate's degree required and 9-11 years relevant experience. B.S./B.A. May Substitute 3 years. Master's Degree May Substitute 4 Years of Required Experience. While performing the necessary functions of the Buyer III position, personnel work within the constraints of a FAR-compliant certified procurement system. The Buyer III must have knowledge of government-provided websites such as On-line Reps and Certs, Excluded parties List, FAR, GSA, SBA, OIG, etc. |
