Police Chief
General Statement of Job
Plans, coordinates, and directs all activities of the Police Department. Performs necessary administrative duties related to enforcing federal, state, and local laws for the safety and welfare of the public. Work under stressful, high-risk conditions. Serves at the pleasure of the City Manager.
Essential Functions:
Provide strategic direction and oversight for all police department operations, ensuring alignment with community safety goals and legal standards.
Establish and enforce departmental policies, procedures, and regulations that reflect best practices in law enforcement.
Foster positive relationships with residents, businesses, and local organizations to build trust and enhance public safety initiatives. Represent the Department on various committees and boards to provide valuable insight and improve the community.
Develop and administer the department's budget, ensuring fiscal responsibility and alignment with municipal priorities.
Lead the department's response to emergencies and critical incidents, coordinating with local, state, and federal agencies as necessary.
Oversee and have final decision-making for employee hiring, promotion, training, and professional development to maintain a skilled and motivated workforce.
Analyze crime trends and implement proactive strategies to prevent and reduce criminal activity.
Ensure departmental compliance with all applicable laws, regulations, and ethical standards, including overseeing internal investigations.
Develop and execute long-term plans for the department that address evolving community needs and emerging law enforcement challenges.
Minimum Education, Training, and Experience
Requires a Bachelor's degree in criminal justice, public administration, law enforcement, or related field. A Master's in public administration, organizational leadership, or similar is preferred.
Completion of a recognized program, such as the FBI National Academy, Southern Police Institute, or equivalent leadership course, and demonstrated training in critical incident management and emergency response coordination are preferred.
Minimum of 10-15 years of progressively responsible law enforcement experience, with at least 5 years in a senior command or executive role in a medium or large-sized agency. At least 2 years of experience overseeing operations such as Patrol or Criminal Investigations at the senior command level is required.
Must be able to obtain and maintain certification as a law enforcement officer in the State of Florida and must have and maintain a valid State of Florida Driver's License.
Must maintain firearms proficiency, be physically qualified, and maintain physical fitness in accordance with department standards.
Must submit to and pass a fingerprint-based national criminal history record check and must be able to obtain, and recertify as required, the appropriate Criminal Justice Security Awareness training.
Must possess or obtain the most current FEMA 100, 200, 300, 400, 700, and 800 Incident Command System certifications within 12 months of appointment to the job.
Minimum Qualifications and Standards Required
Skill Requirements:
Has considerable knowledge of the methods, organization, planning, management and supervision of a municipal law enforcement agency as reflected in the needs and requirements of the City. Has considerable knowledge of the structure, functions and inter-relationships of state and local law enforcement agencies. Has the ability to plan and coordinate the most effective use of personnel, facilities and resources to achieve department goals. Knows how to apply supervisory and managerial concepts and principles; has knowledge of administrative principles involved in developing, directing and supervising various programs and related activities.
Has the ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations. Is able to perform employee evaluations and to make recommendations based on results. Is able to develop and administer both short and long-range plans and budgets for the agency.
Is able to work under stressful or dangerous conditions, often involving considerable personal risk or risk to others. Has knowledge of the occupational hazards and safety precautions of the industry and is able to enforce department safety rules and regulations. Is able to perform duties under the pressure of very high expectations for exemplary and non-erring leadership, management, professionalism and implementation of law enforcement procedures. Is able to use judgment and discretion in dealing with emergency situations, handling internal problems of the Department, reacting to public pressures, etc. Is able to show a high level of discretion and flexibility in daily operations.
Has the ability to analyze trends and plan and adjust Police Department services in response to changing trends. Has extensive knowledge of up-to-date methods of law enforcement procedures. Has extensive knowledge of firearms, automotive, radio and other law enforcement equipment. Is skilled in the use of firearms. Is able to direct thorough criminal investigations. Has extensive knowledge of legal rights of accused persons and law enforcement. Has extensive knowledge of criminal behavior and methods of operation. Is able to analyze problems that arise in the areas under supervision and recommend solutions. Is able to assemble and analyze information and make written and oral reports concisely, clearly and effectively. Is able to comprehend, interpret and apply regulations, procedures and related information.
Is able to communicate effectively with a wide variety of public and private groups and is persuasive in such communication. Has sufficient knowledge of other City departments to communicate and interface with their representatives as necessary in carrying out duties and responsibilities. Has the mathematical ability to handle required calculations accurately and quickly. Is able to react quickly and calmly in emergency situations. Has good organizational, technical and management skills. Has skill in the use of computers for data and word processing.
Physical Requirements:
Must be physically able to operate a variety of machines and equipment including firearms, automobile, office equipment, radio, telephone, etc. Must be able to exert up to thirty pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Physical demands are in excess of those for sedentary work; must be able to remain on feet for periods of time, stoop, kneel, crouch, lift, carry, push, pull, climb, balance, walk, run. Must be physically fit and able to defend one's self from attack or physical assault. Police work requires the ability to restrain, lift and/or carry adults of varying weights.
Responsibilities:
Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.
Performs described Essential Functions and related assignments efficiently and effectively in order to produce quantity of work which consistently meets established standards and expectations.
Assumes responsibility for completing assigned work. Completes assigned work within deadlines in accordance with directives, policy, standards and prescribed procedures. Maintains accountability for assigned responsibilities in the technical, human and conceptual areas.
Exercises analytical judgment in areas of responsibility. Identifies issues or situations as they occur and specifies decision objectives. Identifies or assists in identifying alternative solutions to issues or situations. Implements decisions in accordance with prescribed and effective policies and procedures and with a minimum of errors. Seeks expert or experienced advice where appropriate and researches issues, situations and alternatives before exercising judgment.
