The Director of Clinical Operations, Health Plan Services will work to ensure the smooth and effective operation of Health Plan clinical services to maximize performance. This position is responsible for ensuring effective planning, implementation and evaluation of all clinical programs and clinical components of cross-functional health plan functions and initiatives. This position will collaborate closely with the Clinical Services leadership team, Operations, Project Management, Pharmacy, Finance and Provider Network Management as well as leads within delegated vendor organizations including but not limited to Analytics, Call Center and Benefit Management teams.
This position is exempt from Career Service under the CCH Personnel Rules.
General Administrative Responsibilities
- Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
- Participate in collective bargaining negotiations, caucus discussions and working meetings
- Document, recommend and effectuate discipline at all levels
- Work closely with labor relations and/or labor counsel to effectuate and enforce applicable Collective Bargaining Agreements
- Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
- Direct and effectuate CCH management policies and practices
- Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
- Contribute to the management of CCH staff and CCH' systemic development and success
- Discuss and develop CCH system policy and procedure
- Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
- Work with Labor Relations to discern past practice when necessary
- Partners with clinical/program management to lead the operational planning, implementation and evaluation of clinical programs and initiatives.
- Coordinates key stakeholders in all clinical programs.
- Creates metrics, measurement, and monitoring methods for clinical, operational and economic performance of clinical program initiatives.
- Contributes to strategic planning to ensure continuous growth, improvement and innovation of clinical programs.
- Coordinates the oversight of operational-clinical integration with delegated vendors.
- Ensures compliance with regulatory requirements including NCQA, HFS, CMS and other regulatory bodies.
- Collaborates with IT leads to ensure effective and compliant implementation of clinical data and information exchange, interoperability and efficient use of software and electronic platforms.
- Manages operations staff and teams to support clinical programs, to maximize member-facing work by clinicians and other members of workforce for highest efficiency and impact.
- Hires, onboards, coaches and evaluates employees.
- Develops, prioritizes and manages hiring of overall clinical department personnel in collaboration with clinical directors.
- Develops and implements initiatives around value-based contracting around clinical initiatives in collaboration with Finance.
- Provides clinical support where needed.
- Adheres to confidentiality standards, HIPAA compliance program, and cultural competency program.
- Adheres to fraud and abuse prevention and/or detection policies and program according to regulatory requirements.
- Performs other duties as assigned.
- Bachelor's degree from an accredited college or university is required (Official transcript must be provided at the time of interview)
- Five (5) years of experience in health care, including direct services within a clinical care team is required
- Three (3) years of supervisory and/or managerial experience in a health plan or managed care organization is required
- Two (2) years of experience with responsibility for operations, including data management and analysis is required
- Master's degree in nursing, business administration, health care administration, public policy, social work, or public health is preferred (Official transcript must be provided at the time of interview)
- Prior finance and budget experience is preferred
- Prior organizational behavior experience is preferred
- Prior healthcare leadership experience is preferred
