Description

Searching for an ordnance/explosive safety specialist consultant to support a rearming program development, this position is remote with occasional travel.

In this role, you will serve as our principal Explosive/Ordnance Systems Engineering Manager (SEM) providing Senior level recommendations and advice to support ordnance handling, storage and transport operations.

Specific Tasks:

Serve as a expert of ordnance related issues, to include explosives safety, Fleet Ordnance Support, optimizing ordnance positioning, and ordnance load plan development. Provide advice and recommendations on positioning of ordnance asserts in support of Fleet ordnance readiness. Review, analyze, and develop proposals for initiatives regarding changes to existing ordnance management processes. Develop and coordinate the implementation plans for new, innovative or revised ordnance technologies, techniques, theories, and concepts of logistics processes. Provide expert management advice in all aspects of explosives safety, at sea and ashore, related to ordnance operations, structures and facilities, and performs planning support for design in accordance Navy's Explosives Safety Program. Assist in the identification and development of ordnance readiness, training and testing requirements. Assist in resolving highly complex problems using significant application of technical knowledge, conceptualizing, reasoning and interpretation. Interpret explosives safety legislation at the federal, state, and local levels; to include the Department of Defense and the Department of the Navy Analyzing explosives safety event waivers, exemptions, or other deviations from standard policies and procedures or Explosives Safety Quantity Distance (ESQD) requirements; to include applying knowledge and experience towards improvement of ordnance handling operations Providing analytical advice regarding ordnance program execution and ordnance support development. Effectively communicate with executive leadership (internally or client) regarding matters of significant importance to the organization/project. Works to convince others to accept area's view/current practices and agree/accept new concepts, practices and approaches.

Scope of Work:

Support Leidos Gibbs and Cox Development of Mobile Defense/Depot Platform

- Support development of Leidos Gibbs and Cox Rapid Reloader IRAD effort

- Provide technical advice and recommendations to effectively manage ordnance storage, handling, movement, and transfer afloat and ashore

Experience Required:

- 20+ years of explosive safety, storage, handling and inspection (Sea and Shore)

- Naval Experience on DDG's, CG's, CVNs and shoreside Naval Munitions Commands

- Served as AEGIS System Test Officer

- Designed and developed realistic live fire missile events on naval ranges

- Oversaw live fire missile operations

- Experience with managing explosive safety programs and mishap response

- Proficient in NCEA Management

- Proficient in Munitions Load Plan

- Served as a facilities manager

- Proficient in Ammunition Administration

- Responsible for Physical Security programs afloat and ashore

- Lead Project and Program manager for ordnance operations

Skills Required:

- Significant knowledge of OP4 and OP5 references

- Excellent communicator

- Executive Level Briefer

- Excellent Organizational skills

- Microsoft Office Suite

- Microsoft Project Professional

- RFMSS Range Scheduler

Education and Certifications:

- Bachelors Degree

- Explosive Safety Officer Course

- Commanding Officer Anti-Terrorism Course

Special Qualifications:

- Active Top Secret SCI clearance

- Past service as an Officer at US Navy Afloat and Ashore Commands where responsible for managing ordnance on load and offload

- Experience as an Anti-Terrorism Officer afloat and ashore

- Experience executing and meeting INSURV requirements

- Force protection for large ships inport and while transiting

- Magazine Sprinkler system knowledge
