The Position:
This position's purpose is to oversee Fleet Services' management, including third-party maintenance, vehicle replacement, and ensuring vehicles are properly outfitted and ready for service. This role encompasses planning, directing, and managing Fleet Services and fueling operations. Responsibilities include budget and contract administration, accounts payable, procurement, fuel management, internal billing, and oversight of the fleet management system. The position also involves coordinating daily operations, assigning and monitoring work duties, evaluating subordinate performance, conducting operational reviews, providing administrative leadership, and ensuring quality control.

Essential Functions

- Oversees the daily operations of the Fleet Division, ensuring efficient and effective service delivery across all fleet management activities. Identifies opportunities for quality improvement by streamlining work procedures and communication and increasing accountability to boost productivity. Evaluate and recommend sustainable fleet practices, including introducing new vehicle technologies and integrating fleet maintenance software to optimize operations.
- Manages fuel tank system per safety practices, ensuring compliance with state and local inspection and reporting requirements.
- Manages the City's fuel system, including setting up, configuring, and maintaining fuel and vehicle wash system access. Oversees fuel purchasing and monitors fuel consumption internally and externally, providing usage data to support departmental budget planning. Ensures productivity, quality, and operational safety by conducting fieldwork and collaborating with fleet staff to optimize system performance.
- Supervises personnel by selecting, training, and directly overseeing staff. Establishes work priorities, sets goals and objectives, and schedules tasks for subordinate staff to ensure alignment with departmental standards and goals.
- Coordinates with the Purchasing Division, departments, and the Finance team to acquire vehicles, coordinate contracted maintenance and service vendors and prepare cost estimates for vehicle and equipment replacements.
- Ensures that vehicles comply with specified requirements and oversees the installation of fuel monitoring equipment, GPS modules, and vehicle markings to ensure alignment with City standards.
- Conducts inspections to assess vehicle condition and determine whether end-of-service-life replacements are necessary. Prepares annual budget requests for replacement equipment, including projections for the Vehicle and Equipment Replacement Fund (VERF), to support long-term fleet planning and resource allocation. Additionally, assists the Purchasing Division with coordinating and executing fleet vehicle auctions, managing the preparation process for vehicle and equipment disposal in compliance with City policies and standards.
- Assists in overseeing the City's vehicle GPS program by evaluating and recommending third-party partners, ensuring their alignment with operational needs and goals. Develops and delivers comprehensive reports to internal customers, providing valuable data and insights to support informed decision-making and enhance operational efficiency.
- Performs other duties as required or assigned to support departmental needs and organizational objectives.

Job Requirements
-
Education and Experience: Work requires broad knowledge in the general professional or technical field. A typical way to obtain the required qualifications would be:
- Bachelor's degree plus a combined three (3) years experience in mechanical and/or equipment servicing, along with budget, procurement, and/or financial analysis; OR
- Associate's degree plus a combined five (5) years experience in mechanical and/or equipment servicing, along with budget, procurement, and/or financial analysis; OR
- High School diploma plus a combined eleven (11) years of experience in mechanical and/or equipment servicing, along with budget, procurement, and/or financial analysis.
Procurement experience is preferred.
Certification and Other Requirements:
- Valid Texas Class A CDL or ability to obtain within twelve (12) months of hire
- Underground Storage Tank Certificate or ability to obtain within thirty (30) days of hire.
Supervision Exercised:
General Supervision: Work is generally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness, and conformance to established standards; autonomy is granted at the service or program level; work is subject to general and departmental policies, procedures, and guidelines.

Physical Demands / Work Environment:
- Ability to conduct fieldwork, including inspecting vehicles and equipment under varying environmental conditions.
- Capacity to stand, walk, bend, and perform hands-on inspection and maintenance-related tasks for extended periods.
- Ability to lift, carry, and handle equipment, tools, and materials, sometimes weighing up to 50 pounds.
- Comfortable working both in an office setting for administrative tasks and outdoors for operational oversight and inspections.
- Ability to operate a city or personal vehicle for business purposes, including travel to various City locations and fuel sites.
