SUMMARY OF DUTIES:

This position is accountable for the safe and efficient movement of trains and for the oversight of first-line managers and train and engine crews, station employees and mechanical contractors at outlying facilities in a designated area on a division including CETC and all other front-line SD&O Managers. This position has direct over-site of all SD&O front line managers they manage all aspects of the operation and are responsible for every Train and Engine service employee, Train Dispatchers, Block Operators, Bridge Tenders, Clerks, Station Managers, OBS employees depending on their role. This encompasses SD&Os entire Transportation, Customer service and OBS agreement employees across the country.

ESSENTIAL FUNCTIONS:

* Responsible for maintaining relationship, updating with any information affecting service or respond to operational questions.* Responsible oversight to ensure day to day equipment readiness meets Amtrak standards.

* Maintain relationship with host railroads, and all commuter partners to facilitate joint operational testing, coordination during service disruptions and other day to day operational needs.

* Direct supervision of station employees and clerks in and all other front-line employees in their assigned territory.

* Provide leadership and management for division road foreman, trainmasters, MTOs and mechanical foreman and/or contractors and all other employees in designated area of jurisdiction.

* Manage and monitor employee record keeping, efficiency testing and compliance with all Amtrak, Federal and state operating requirements.

* Execute and manage the area's safety plan in compliance with federal, state, and local rules and regulations to ensure goals are met.

* Manage the departmental budget and develop cost-effective operating crew couplets to maximize production and reduce overall cost. Manage CETC offices and budgets ensure all FERA requirements are met and complied with. Ensures CSI by monitoring customer service and customer care.

* Work with Crew Management Services to develop schedules to ensure all train and engine crews attend regulatory and Amtrak-mandated training classes. All Train Dispatchers attend rules training, all customer service/OBS attend training.

* Work with the Road Foreman and Trainmasters, MTOs etc. for the various crew bases to ensure all bulletins, equipment, postings, etc. adhere to labor, federal and Amtrak regulations.

* Enforce and manage the rules and regulations for Amtrak policies and operating practices, initiate action for non-compliance and recommend appropriate action for resolution in a consistent and fair manner.

* Oversee new-hire locomotive engineer and conductors Train Dispatchers, Block Oprs. Clerks and customer service/OBS employees on-the-job training and certification programs.

* Monitor on-time performance for the area of responsibility and recommend ways to improve performance in conjunction with freight carriers and PRIIA metrics.

* Oversee the conductor and assistance conductor remittance audits to meet division goals and take action to correct discrepancies. Over see CETC Office monitor schedules and review track outage programs for IMCS and CD.

* Respond to service disruptions and act as senior site commander when designated by the Superintendent of Operations.

* Monitor extra board requirements to maintain established goals.

* Effectively contributes to a safe and secure work environment for employees and travel experience for customers. Demonstrates necessary leadership to support a zero incident and injury culture within the Operations organization and Amtrak.

* Fills in for Superintendent Ops lll when they are on PTO or out of the office.

MINIMUM QUALIFICATIONS:

* 7 plus years of operational experience

* Demonstrated supervisory experience, leading, and managing others with different levels of expertise, exhibiting innovative leadership and management skills.

* Demonstrated experience communication orally and in writing within and outside of the organization.* Demonstrated ability to develop and manage a departmental operating budget.

* Demonstrated ability to deliver and manage a behavioral based safety program.

* Must possess a working knowledge of applicable CFR 49 requirements and applicable Amtrak labor agreements pertaining to train and engine employees.

* Significant experience with train and engine operations.

* Some knowledge and familiarity with commuter and freight operation agreements associated with the division.

* Knowledge of applicable federal, state, and local regulatory requirements and relevant labor agreements.

* Knowledge of relevant regulatory requirements (i.e. FDA, FRA).

* Rules qualified. (i.e. NORAC/GCORE/Metro North/CSX/etc.)

* Physical characteristics of territory. (Must obtain first 6 months)

PREFERRED QUALIFICATIONS:

* Engine Qualified

* Demonstrated experience with train operations, crew base, crew management, operations, train handling and service delivery.

* Ability to develop and manage an operating budget.

* CETC and Rules qualified

* 10 plus years of operational experience.

* Operating Rules qualified.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

* Must have excellent oral and written communication skills.

* Must be detailed oriented.

The target salary is $138,000. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
