Central Washington University is recruiting a Fiscal Analyst 3 to join our Financial Services team in Ellensburg, Washington. The Role:

As a senior analyst, this position contributes to the fiscal integrity of the University's financial records by ensuring the accuracy, timeliness and completion bank reconciliations and close out of University financial records at the end of each month and the end of the fiscal year. All employees are expected to support CWU's commitment to diversity and to bring and support inclusion into the university environment.

Job Duties

General Accounting:

- Provides support to the Director of Finance with the financial and treasury administration and oversight pertaining to the Payment Card Security Policy.
- Contributes to scheduling the trainings of staff of the university security policies and review of the individual departmental policies.
- Assists with Internal Control Review
- Completes the month end close process and maintain the necessary structures within PeopleSoft to ensure accuracy.
- Supports the financial audits of the university by assisting the Financial System Functional Manager.
- Analyzes credit card fees & activity recommend changes as needed.
- Monitors credit card machine's performance in their respective area, analyze results.
- Creates spreadsheets analyzing credit card machine performance in their respective areas; send and review reports with the various managers.
- Inventories all credit card machines and systems throughout the college.

Fixed Assets & System Maintenance:
- Updates Assets in FMS System, assist in determining if assets meet the capitalization policy
- Supports needs for any depreciation entries and reconciliation
- Supports the Financial System Functional Manager with day-to-day reporting and maintenance for FMS.
- Maintains and update accounting rules in PeopleSoft and process monthly feeds from Financial Edge to FMS.
- Facilitates with the Financial Edge software and its connection to PeopleSoft.

Banking:
- The position's primary responsibility is assisting the day-to-day obligations for the University's main bank account.
- Monitors checking accounts to ensure meeting cash obligations. Transfer excess cash to investment accounts to maximize interest earnings.
- Reconciles general ledger accounts to confirm year-end CWU balances.
- Assists in wire and EFT transfers, positive pay and downloading all banking reports.
- Aids with booking deposits and transfers into the general ledger.
- Supports year end activities as needed.

- Performs other duties as assigned.

Minimum Qualifications

  • Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting and two years of relevant professional experience.
  • Experience or training that demonstrates the ability to use spreadsheet software such as Excel to create, use and maintain spreadsheets.
  • Experience reviewing, analyzing and reconciling multiple accounts.
  • Experience working in an office environment and must possess exceptional customer service skills.
  • Demonstrated ability and/or experience working with students and/or co-workers from a wide range of abilities, backgrounds and experiences.
  • OR applicable combination of education and/or experience which demonstrates the ability to perform the essential functions of the position.

Preferred Qualifications

  • Governmental/Fund accounting experience preferred but not required.
  • Experience using an Enterprise Reporting System such as PeopleSoft or SAP.
  • Experience Reconciling Bank Statements and processing reconciliations in an automated system.
  • Life experiences that demonstrate an ability to contribute to CWU's commitment to inclusion and diversity.

Pay, Benefits, & Work Schedule

Salary: This position is based on the range 50 of the Washington State Classification Listing, which has a minimum annual salary of $$52,920 and maximum annual salary of $71,148. In accordance with RCW 49.58.110, the above salary reflects the full salary range for this position. Individual placement within the range is based on the candidate's current experience, education, skills, and abilities related to the position.

Schedule/Appointment: Monday - Friday, 8:00am-5:00pm (1 hour lunch)

Working Conditions: Work is performed in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer workstation for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required.
