Position Overview
Reporting to the Budget Director, the Associate Director of Budget will play a pivotal role in the fiscal management and planning of the university's budgetary processes. Reporting to the Budget Director, this position is responsible for ensuring the accuracy and integrity of budget preparation, financial analysis, and compliance with university policies. The Associate Budget Director will lead a dedicated team, driving operational efficiency and fostering a culture of strategic financial management. This role requires collaboration with various departments to align budgetary practices with the institution's goals, supporting informed decision-making and effective resource allocation.

Job Description
Team Leadership and Operations Management (45%)
  • Manage the day-to-day operations of the Budget Office as well as developing a high-performing budget team, promoting professional growth and a deep understanding of strategic fiscal management principles. Inspire staff to embrace innovation and excellence in budgetary practices.
  • Oversee the operations of the Oracle budget system and financial modules, ensuring compliance with university, state, and federal policies. Serve as functional lead for budget reporting systems including Oracle Analytics in the Cloud (OAC) and Oracle Planning and Budgeting Cloud Service (PBCS).
  • Ensure accurate verification of graduate student tuition waivers and student fee sponsorships.
  • Deliver training sessions and workshops for departmental budget officers, and communicate updates on budget processes through seminars, meetings, and emails.
Financial Analysis and Reporting (30%)
  • Lead the preparation of the annual operation budget in the Oracle budget system, coordinating with decentralized budget staff and other university departments to manage the timing and interface of files related to the annual budget load process.
  • Oversee the preparation of the annual budget request to the State of Kansas legislature.
  • Conduct ongoing and ad hoc analyses of revenue and expenditure trends by various categories to ensure effective fiscal management.
Strategic Leadership and Process Improvement (20%)
  • Contribute actively to the development of the overall budget office strategy, leadership, values, culture, and decision-making processes.
  • Collaborate with the Budget Director to develop and recommend policies and procedures for budget administration on the KU Lawrence/Edwards campus.
  • Represent the Budget Office in process improvement and system development initiatives to implement comprehensive budget strategies that support the organization's long-term objectives and operational efficiency.
  • Build and maintain strong relationships with various departments to understand their financial needs and challenges, acting as a liaison to ensure that budgetary processes are transparent, inclusive, and aligned with organizational priorities.
Other Duties as Assigned (5%)

Required Qualifications
  1. Master's degree and 3 years of related experience in the field or a Bachelor's degree and 5 years of related experience in the field.
  2. Previous experience with microcomputer applications for financial analysis (such as Excel), as demonstrated in application materials.
  3. Five years of supervisory experience.
  4. Previous experience that required excellent written communication skills, as demonstrated in application materials.
  5. Demonstrated critical thinking skills, as evidenced by application materials and previous work experience.
  6. Previous experience using data to inform complex decision-making, forecasting, and communicating operational activities, as demonstrated in application materials.

Preferred Qualifications
  1. Previous experience in writing queries and coding programs for financial analysis, as evidenced in application materials.
  2. Background in higher education, government, or non-profit sectors, as evidenced in application materials.
  3. Familiarity with the structure, policies, and procedures of the University of Kansas Lawrence campus, as demonstrated in application materials.
  4. Demonstrated knowledge of Oracle budget solutions and PeopleSoft human resources software specific to the public sector, as evidenced in application materials.
  5. Master's degree in business administration or related field.
  6. Demonstrated experience in strategic leadership, as evidenced by application materials.
  7. Comfortable using multiple data tools to manage financial information.
