The Program Manager and Deputy Program Manager are hand in hand with all responsibilities and necessary tasks related to the successful operations of the OBO program and necessary support to employees located worldwide. This position requires 24/7 availability to attend to urgent or time-sensitive matters. PM and DPM will alternate coverage on weekends and holidays.

Responsibilities:
  • Serve as one of the points of contact for the contractor's primary day to day interface with the cognizant Department of State Contracting Officer, Officer's Representative, PSS/Clearance Coordinators and Industrial Security Division.
  • Partner with PM to address exigent or problem situations as reported or referred by Contracting Officer or COR and coordinate follow up action as appropriate.
  • Serve as acting PM when PM is on PTO or on-site visits.
  • Serve as a back up to team when necessary.
  • Assist PM to manage, complete, update, and organize workflow and operational processes via MS Office. Daily maintenance of weekly, monthly, and site rosters for internal use and DoS monthly and weekly deadlines.
  • Lead weekly staffing meetings and manage pre-deployment and operational processes.
  • Assist PM and BD to develop cost proposals for task orders presented from DoS COR to bid for award and meet deadlines as necessary.
  • With the PM, manage and ensure processes are compliant for onboarding processes, ie: insurance, medical, uniform issuance, etc.
  • Facilitate monthly roster for security clearance adjudication updates for IND.
  • Manage, coordinate, VAR renewals and MS form completions as necessary.
  • Advise and assist the SSCs, TLs, CSTs, and CAGs upon all operational issues.
  • Advise and assist with providing and coordinating acquisition of staff, material, transportation, passports/visas, and local housing in support of the overseas operations of the program in both routine and urgent situations.
  • Assist PM to coordinate and advise billing department for all necessary and proper invoicing.
  • Participate with recruitment and hiring processes for all SSP.
  • Coordinate in-service courses for Department of State (DOS) and contractor-obliged trainings throughout the year and ensure deadlines are met.
  • Coordinate with deployments, support services, contracts, security, compliance, and other departments to directly support Department of State.
  • Assist PM to effectively communicate and collaborate with Ops Specialist to delegate compliance requirements and all other tasks needed as necessary for a successful and efficient SSP deployments.
  • Meet deadlines upon all tasks assigned from PM in regard to staffing personnel and supporting the workflow processes meticulously as necessary.
  • Attendance in IDS in-house training at or near IDS HQ in Arlington, VA.
  • Travel to overseas sites when required.
  • Perform other tasks and complete projects as required.


Requirements
Top Secret clearance
5+ years experience supporting large, complex, projects.
Experience with Department of State programs

Employee may be required to occasionally lift and/or move moderate amounts of weight, typically less than 20 pounds, but may vary depending on the position. Regular and predictable attendance is essential.
