Under the guidance of the Vice President of Human Resources and Support Services, the Human Resource Manager works closely with all departments in the hospital overseeing all aspects of human resources practices and processes in support of the Mission, Vision & Values and Strategic plan of the organization.

Recruitment and Staffing:

  • Develop and implement effective recruitment strategies to attract qualified candidates.
  • Oversee the hiring process, including job postings, screening, interviewing, and onboarding.
  • Collaborate with department heads to understand staffing needs and provide support in filling positions.
  • Ensure all pre-employment requirements are met including references, criminal background checks including OIG sanctions, and employee health screens (including drug screens).

Employee Relations:

  • Oversee the process of managing employee concerns and grievances.
  • Foster a positive work environment through conflict resolution and mediation.
  • Implement employee engagement initiatives to enhance job satisfaction and retention.
  • Provide advice, coaching, counseling, and problem solving to leaders and employees.
  • Serve as a neutral party while assisting in the resolution of issues providing for the best outcome for both the hospital and the employee.

Performance Management:

  • Maintain performance appraisal system.
  • Provide guidance to managers on performance-related issues.
  • Facilitate performance improvement plans and disciplinary actions when necessary.

Finance:

  • Prepare department budget and present to VP
  • Complete monthly variance reports
  • Complete and submit check requests

Training and Development:

  • In collaboration with Staff Development, identify training needs and coordinate professional development programs.
  • Ensure compliance with mandatory training requirements.
  • Promote continuous learning and career development opportunities.

Policy and Compliance:

  • Ensure compliance with federal, state, and local labor laws and regulations.
  • Collaborate to develop, update, and enforce hospital HR policies and procedures.
  • Conduct regular audits to ensure adherence to HR policies and legal standards.
  • Advise Hospital Leadership on policy and procedure interpretation, Corrective Action standards, work environment and performance management concerns.
  • Work with Vice President of Human Resources & Support Services and legal counsel in the coordination of complex investigations, appropriate response to agency charges and any potential resulting litigation.
  • Ensure compliance with employment laws and regulations such as EEOC, ADA, FMLA, FLSA.
  • Oversee coordination of the Human Resource response to survey reviews including but not limited to The Joint Commission and DHSR.
  • Ensure HR employee files are in a state of survey readiness.
  • Work with department leaders to ensure they are maintaining appropriate documentation in employee departmental files.
  • Supervise HR response to surveyors during the survey event.

Compensation and Benefits:

  • Oversee the administration of employee benefits programs.
  • Ensure salary benchmarking and analysis is completed annually to ensure competitive compensation.
  • Oversee management of employee leave programs, including FMLA and other statutory leaves.
  • Evaluate jobs through competitive market analysis and job evaluation programs.
  • Establish appropriate placement for newly created positions within established wage scales.
  • Identify potential internal or organizational equity issues.
  • Develop and implement recruitment programs, budgets and collateral to meet current or anticipated staffing needs.
  • Maintain internal recruitment and retention programs.
  • Oversee internal scholarship programs and external recruitment bonus initiatives.
  • Retirement plan compliance testing
  • Assist with preparation of Form 5500
  • Assist with ACA reporting

HR Metrics and Reporting:

  • Maintain HR records and oversee preparation of reports on HR metrics such as turnover, recruitment, and employee satisfaction.
  • Use data to identify trends and make informed decisions to improve HR practices.
  • Create, maintain and monitor the HR Department Improvement Plan as aligned with the hospital Strategic Plan

EDUCATION:

  • Bachelor's Degree in human resources, business or related field.

EXPERIENCE:

  • Minimum of 5 years of Human Resource experience, with a least 2 years in a managerial role.
  • Employee Relations with practical application of state and federal Affirmative Action and EEOC laws.
  • Experience with execution of policies and procedures including their application and interpretation.
  • Experience with full cycle recruitment activities including administration of applicant tracking software applications.
  • Healthcare experience strongly preferred.

LICENSURE/REGISTRATION/CERTIFICATION:

  • Human Resources certification highly desired (CHHR, SPHR, SHRM-SCP).
OTHER SKILLS AND QUALIFICATIONS:
  • Strong analytical and problem-solving skills.
  • Excellent interpersonal, communication, and writing skills.
  • Knowledge of employment laws.
  • Proficiency in HR software and Microsoft Office Suite.
  • Knowledge of current trends in recruitment including applicant sourcing, selection, and placement.

WORK ENVIRONMENT:

  • Normal office environment.
  • Frequent use of keyboard and computer programs.
  • Some travel required.

PHYSICAL REQUIREMENTS:

  • Frequent standing, walking, sitting, finger and hand dexterity.
  • Occasional bending and reaching.
  • Continuous talking, hearing and seeing.
